HomeMy WebLinkAbout06.20.2023 Business Improvement District Minutes Downtown Oshkosh BID Board Minutes June 20, 2023 Present: Megan Lang, Marlo Ambas, Jim Stapel, James Evans, Chanda Anderson, Sandra Prunty, Jill Anderson, Andy Ratchman, Carrie Olson, Barb Nelson, Derek Mulloy Excused: Aaron Armstrong, Autumn Urban, Kris Larson Staff: Jessica Meidl – BID Manager, John Zarate – Economic Development Specialist, Kelly Nieforth – Community Development Director, Jim Collins – Transportation Director Others: Colan Treml – Oshkosh Chamber, Amy Albright – Oshkosh Convention & Visitors Bureau, Michael Cooney – Farmers Market I. Call to Order - Chairperson Lang called the meeting to order at 8:00 a.m. A quorum was declared present. II. Approve Minutes of the May 16, 2023 Meeting - The minutes of the May 16, 2023 were approved unanimously as written. (Stapel, Olson) III. Approve June 20, 2023 Monthly Financial Report - The June 20, 2023 financial report was approved unanimously as presented. (Stapel, J. Anderson) IV. Update on 400 East Parking Lot Drainage Ditch - Staff reported that City is working with a contractor hoping to complete this year. - Have been told for years this will be taken care of. BID members would like a plan and date. - All landscaping including the perimeter of the lot needs attention. V. Review Recruitment Grant Application - The application was reviewed by City staff and comments were made. Jessie will make suggested changes and forward to the committee for final review. VI. BID Transparency Meeting Minutes -Public and BID members have approached BID members asking for more information as to what was discussed at the meetings. -It was noted the public may attend the meetings. -Staff will add more detail to meeting minutes to include talking points. VII. BID Manager and BID Committee Reports - MemberCo events were shared within the BID Managers report. - Discussion on BID Manager attending events because it is required that someone on the special events application be present at the event. Jessie will verify with City Special Events Staff if she has to be present or someone could fill in for her. - Discussed if BID Board or members could help with the events to free up time for BID Manager. - An application for has been drafted that will be used in the future for any events that were not in the budget or planned as part of the budget. Board members will review the applications and determine if the BID Manager will be able to provide staff time towards the event. Suggestion made to have application due 60 days prior to event to allow for applications to be reviewed at BID meetings. - Beautification/ Retention Grant/ Mural grant was covered within the BID Manager Report. Question was asked who reviews what murals are approved. It was stated that the beautification committee reviews these. - Budget committee will be meeting soon to discuss 2024 budget. Watch for a doodle poll. Let Jessie know if interested in being on the budget committee. - BID Strategic planning meeting will take place June 21 at 7:30. VIII. Board Member Comments - Michael Cooney from Farmers market said the first couple markets have been very successful. The market is up to 110 vendors this year up from 90 last year. There are 31 new vendors and 164 vendors are approved for this year. Dogs continue to be an issue at the market. Dogs must be on a leash and must be kept on the sidewalks. - The Hotel is interested in filling the vacant alternate spot on the BID Board. Any other application will be accepted for the next week and then the mayor can appoint from the applications. - Jim Collins stated that the crosswalks downtown will be painted the week on June 26. This has to be planned as a 3rd shift operation because Main St is too busy during the day. - Concerns were raised regarding the 200 block of N Main St. Specifically mentioned were 220 N Main (Former Schultz pharmacy) there are broken and boarded up windows along with old signage in the windows and blue tarps. - There are plans for a beautification blitz in the down town the week prior to July 4th to clean up the downtown. Also discussed possibility of applying for Rock the Block. IX. Identification of Agenda Items for the July 17, 2023 Meeting -City staff to provide update on 200 N Main St buildings. XI.
