PLAN COMMISSION STAFF REPORT JULY 18, 2023 ITEM VI: ARCHITECTURAL BUILDING PLAN REVIEW FOR A PROPOSED POLICE DEPARTMENT EVIDENCE STORAGE BUILDING GENERAL INFORMATION Applicant: Kueny Architects, LLC Property Owner: City of Oshkosh Action(s) Requested: The applicant is requesting an architectural building plan review for construction of a Police Department evidence storage building at 640 W 3rd Avenue. Applicable Ordinance Provisions: State Statute 62.23(5) requires the Plan Commission review the “location and architectural design of any public building”. Property Location and Background Information: The subject site is located on the north side of W. 3rd Avenue, west of Ohio Street, and is part of a City-owned lot containing City garage, waste, and street facilities. The surrounding area consists primarily of institutional and storage land uses as well as commercial uses to the east. New building Page 2 Item VI – 640 W 3rd Ave. - Arch Review 3 The proposed evidence storage building is planned to be 60’ wide by 120’ deep and 28’ tall. The side (east/west) and rear (north) facades of the building will be composed of architectural metal panel and insulated grey glass, with overhead doors on the north and east elevations. The front (south) façade of the building will be clad in architectural block, face brick, and insulated grey glass. The roof material will be architectural metal. Glass 3 % Page 4 Item VI – 640 W 3rd Ave. - Arch Review 5 Public Works building along Witzel Ave. Staff believes that the evidence storage building will not have a negative impact on the surrounding area as the structure will have a consistent appearance with the neighboring City buildings (Parks and Public Works buildings) and be compatible with the surrounding area. Sufficient façade articulation will be provided and appropriate materials utilized for a utility structure. RECOMMENDATION/CONDITIONS Staff recommends approval of the architectural design of the evidence storage building as proposed. Three existing structures totaling 5,697 sq/ft will be demoed to make way for the 7,200 sq/ft new structure. The new structure will be located on the southwest side of the site. The facility will be 22’-0” in height to the gutter line and 28’-0” to the roof peak. The existing asphalt pavement will be removed and new pavement will be installed. The asphalt pavement that is in the current right away will be removed to the north edge of the street line. A new 24-foot-wide entrance drive will be created on the south side. The existing impervious area is 31,693sq/ft or 83%. The proposed impervious area is 30,796sq/ft or 81%. Existing site is operating under the same conditions as the proposed new structure.
