HomeMy WebLinkAboutMinutesPROCEEDINGS OF THE COMMON COUNCIL ClTY OF OSHKOSH, WISCONSIN O./HKO./H ON THE WATER REGULAR MEETING held Tuesday, December 23, 2003 at 12:00 p,m in the Council Chambers, City Hall, Mayor Hintz presided, PRESENT: Council Members William Castle, Frank Tower, Brian Poeschl, Paul Esslinger, Mark Harris, Shirley Mattox, and Stephen Hintz ALSO PRESENT: Richard Wollangk, City Manager, Penny Wolf, Deputy City Clerk, Lynn Lorenson, Assistant City Attorney and David Patek, Director of Public Works Council Member Castle read the Invocation, The Pledge of Allegiance was led by Council Member Castle, Consent Agenda The minutes of the December 9, 2003 meeting were presented as written. The Report of the City Manager was read. The bills were presented in the amount of $2,810,147.44. The Report of the City Clerk was read. Resolution 03-510 Amend Universal Business Park Covenants/Lot 28 Resolution 03-511 Accept Donations/Riverside Park Council Member Esslinger questioned if publicly funded preparation would be accepted under this approval. Mr. Wollangk responded. Mr. Wollangk responded. Citizen Statements Terry Wohler, 1357 Ceape Avenue, expressed his displeasure of the fee increase at Menominee Park. He explained what the Parks Board had agreed to at their meeting and recommended to the Council. Mayor Hintz responded. Phil Levine, 2950 Rebecca Run, representing Jeff's on Rugby explained there would be two petitions that would be filed regarding smoking in restaurants. He expressed his concerns regarding a letter to the editor that was published in a local newspaper. Council Member Statements Council Member Esslinger clarified information that was aired on the cable access channel and apologized for mis-leading information. Council Member Mattox explained the art gallery walk would continue in January. She gave a brief explanation regarding various celebrations that would be taking place during the month. Council Member Harris explained there are movements in the community regarding the issue of smoking in restaurants. He stated the democratic process would be determined at the polling places if the petitions were filed. Council Member Poeschl stated he was on the losing side when the smoking issue came before Council but felt it was time to move on. Mayor Hintz felt it was a good year for the City and with the Sesquicentennial coming to an end to look to the future. 3 Proceedings of the Common Council-December 23, 2003 Whatever Else is Pertinent or for the Good of the City Mr. Wollangk explained the sanitation schedule during the holiday season and how to obtain the permits for the recycling center.
