[CURRENT CONDITION: NO RESTRICTION]. This is a request from the Public Works Department. The width of Ontario Street from Congress Avenue to Bent Avenue is only 26 feet. There are currently no restrictions on this section of Ontario Street. If vehicles park directly across from each other the traffic lane is reduced to 10 feet, which can cause problems for large vehicles. The normal rule of thumb for a roadway of this width would be a no parking restriction on one side of the roadway. It is also possible to implement a winter parking ban to accommodate snow plows. DEFEATED BY TRAFFIC REVIEW BOARD (1-4) REQUEST FOR A FOUR-WAY STOP SIGN AT THE INTERSECTION OF SOUTHLAND AVENUE AND WESTFIELD STREET. [CURRENT CONDITION: STOP SIGNS ON SOUTHLAND AVENUE]. This is a request from a citizen. The warrants for a four way stop are shown below: 1 The total vehicular volume entering the intersection from all approaches must average at least 500 vehicles per hour for any 8-hour period. 2) The vehicular volume on the minor street must average at least 200 vehicles per hour for the same 8 hours as above. 3) The traffic volumes are approximately equal in distribution. 4) Five or more reported accidents in a 12 month period of a type susceptible to correction by a four-way stop sign. Such crashes include right and left-turn collisions as well as right-angle collisions. The accident history for this intersection is shown below: Intersection 2003 (5 months) 2002 2001 Southland Avenue and Westfield Street 1 2 0 The normal accident rate for an intersection with this level of traffic would be 2 to 3 accidents per year. The current traffic controls at this intersection seem to be successful in maintaining a safe environment. A four-way stop would require over 4,000 vehicles per day to stop at a non- warranted stop sign. The traffic volumes and accident history does not support the installation of a four-way stop sign. DEFEATED BY TRAFFIC REVIEW BOARD (0-5) 3) REQUEST FOR A STOP SIGN ON WHEATFIELD WAY AT ITS INTERSECTION WITH RUSCHFIELD DRIVE. [THIS REQUEST IS FOR THE SOUTHWESTERLY INTERSECTION]. [CURRENT CONDITION: YIELD SIGN]. This is a request from a citizen. The warrants for a stop sign are shown below: 1) Three or more right angle accidents in a twelve month period. 2) 3,000 or more vehicles per day entering the intersection. 3) A severe sight distance problem. The accident history for this intersection is shown below: Intersection 2003 (5 months) 2002 2001 Wheatfield Way and Ruschfield Drive 0 0 0 The accident history doesn't support the installation of a stop sign. The City of Oshkosh conducted traffic counts in September 2003. This level of traffic doesn't warranted a stop sign. The sight distance is somewhat obstructed for vehicles on Wheatfield Way due to hedges on the southwest corner. DEFEATED BY TRAFFIC REVIEW BOARD (1-4) 4) REQUEST FOR NO PARKING ON THE NORTH SIDE OF LINWOOD AVENUE FROM ONTARIO STREET TO WALNUT STREET. [CURRENT CONDITION: UNRESTRICTED PARKING]. This is a request from a citizen that lives in the area. The width of Linwood Avenue between Ontario Street and Walnut Street is 35 feet. This width doesn't normally require a parking restriction for a local street. However, a citizen reported a problem during events at the athletic field located south of North High School. This section of Linwood Avenue is heavily used for parking during events and it is difficult to maintain two-way traffic with vehicles parked on both sides of the roadway.
