PURPOSE:
GRANT PRIVILEGE IN STREET / DIVISION STREET; WEST
SIDE, ACROSS FROM 653 N. MAIN STREET
INITIATED BY:
ALPHA TERRA SCIENCE, PETITIONER FOR STANNARD

PLAN COMMISSION RECOMMENDATION: Approved w/conditions
WHEREAS, Alpha Terra Science has requested the Common Council to grant
them the privilege of installing a monitoring well within the right-of-way on Division
Street; and
WHEREAS, Section 66.0425, Wis. Stats., provides for the granting of a privilege
in a right-of-way; and
WHEREAS, the Plan Commission has approved of this request with conditions.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed to grant Alpha
Terra Science the privilege of installing a monitoring well within the right-of-way of
Division Street, across from 653 N. Main Street, per the attached, contingent upon the
following:
1) The monitoring well be installed in a manner that is approved by the Department
of Public Works with no modifications or changes in construction procedure without prior
approval by the Department of Public Works.
2) If no longer needed, the monitoring well be properly abandoned and removed in
accordance with City standards and under the direction of the Department of Public
Works.
3) Any problem which may arise as a result of the installation of the monitoring well
be the responsibility of the petitioner/owner to correct in coordination with the
Deparment of Public Works.
All appropriate permits be obtained prior to the start of boring or excavation work.
The monitoring well be modified or removed immediately upon the request of the

The petitioner/owner secures and submits to the City Clerk a separate insurance
policy which names the City as an additional insured with a minimum coverage of
$200,000 per person and $500,000 in general aggregate.
7) It is the responsibility of the petitioner/owner to file in a timely manner a new
insurance certificate with the City Clerk upon expiration of an existing certificate. Failure
to do so will result in the revocation of the privilege in street upon 10 days notice.
8) The petitioner/owner execute a hold harmless agreement with the City.

Drill a 2-inch diameter borehole using a Geoprobe hyckaulie push drill fig, and install a 1 -inch
diameter Schedule 40 PVC tempora~ monitoring well on thc west side of Division Street at the
location shown on Figure I and Figure 2. The final location will be dependent on adjacent utilities.
The well will be located within a grass area between the sidewalk and thc road, within the fight-of-
way of thc City of Oshkosh. The well will be constructed flush with the ground surface, and will
have a 4-inch diameter steel protective cover that will be cemented in place. A lockable, watertight
well cap will cover the 1-inch PVC inside the steel covcx. Thc well will have a 10-foot slotted
interval hast,filed Io a depth of 6 to I fi feet below grede. Filter pack sand and a bentonite surface
seal will be installed around the well.
Groundwater samples will be obtained from the well for a period of 3 to 9 months; the duration will
depend on the results of the testing. Upon completion o{'the groundwater sampling period, the well
will be entirely removed f~om the ground surface, and the hole will be filled with granular
bentonite per NR. 141 code. The ground surface will be restored with topsoil.
