HomeMy WebLinkAbout03-430BSEPTEMBER 23, 2003 FIRST READING OCTOBER 14, 2003 03-406 SECOND READING 03-430B ORDINANCE (CARRIED 6-o LOST LAID OVER WITHDRAWN ) PURPOSE: TRAFFIC REGULATIONS INITIATED BY: TRANSPORTATION DEPARTMENT A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27-23 (A- 5)(A-11) OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO LOADING ZONES AND PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS. The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27-23 (A-5) of the Oshkosh Municipal Code pertaining to loading zones is hereby amended as follows: A-5 LOADING ZONES Delete Therefrom: 14TM Avenue, south side, from South Main Street to 34 feet west of South Main Street. SECTION 2. That Section 27-23 (A-11) of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS CAMPUS PLACE Delete Therefrom: No parking, both sides, from Dawes Street to its eastern terminus. CRANE STREET Add Thereto: No parking, east side, from Murdock Avenue to 140 feet north of Murdock Avenue. DAWES STREET Delete Therefrom: No parking, both sides, from Campus Place to Pearl Avenue. No parking, west side, from Campus Place to Pearl Avenue. 2-hour parking, east side, from 35 feet north of Pearl Avenue to Campus Place. VINLAND STREET Add Thereto: No parking, west side, from Murdock Avenue to 138 feet north of Murdock Avenue. 14th AVENUE Delete Therefrom: 2-hour parking, south side, from 332 feet west of South Main Street to Nebraska Street. 2-hour parking, north side, from South Main Street to Nebraska Street. 2-hour parking, south side, from 34 feet west of South Main Street to 59 feet west of South Main Street. Add Thereto: 2-hour parking, south side, from South Main Street to 125 feet west of South Main Street. SECTION 3. This ordinance shall be in full force and effect from and after its passage, publication, and placement of the appropriate signage. TO: FROM: DATE: RE: MEMORANDUM Richard Wollangk, City Manager O/HKO/H Mark Huddleston, Transportation Director September 17, 2003 Item Defeated by the Traffic Review Board at their September 9, 2003 Meeting REQUEST FOR A STOP SIGN ON HICKORY COURT AT ITS INTERSECTION WITH HICKORY LANE. [CURRENT CONDITION: NO CONTROL]. This is a request from a citizen in the area. The warrants for a yield sign are as follows: 1) Three or more right angle accidents in a twelve month period. 2) 1,500 for more vehicles per day. 3) Inadequate sight distance. There have not been any reportable accidents at this intersection in the last three years. The traffic volume at this intersection is approximately 750 vehicles per day. This level of traffic doesn't meet the required level for the installation of a yield sign. The required stopping distance for a vehicle traveling 25 mph is 120 feet. This intersection has approximately 105 feet of sight distance, due to bushes located east of this intersection. The traffic split is 13% on Hickory Court and 87% on Hickory Lane. This is a T-type intersection that should reduce the speed of vehicles on Hickory Court, which is required to make a turning movement. The fact that Hickory Court is a cul-de-sac and this intersection is a T-type intersection negates the need for a stop sign or yield sign. DEFEATED BY TRAFFIC REVIEW BOARD (0-7)
