BILLS It is recommended that the bills, as audited and presented by the Director of Finance, be approved for payment. 2. USAGE OF IRVING AVENUE Request permission to grant approval to Ganther Construction to utilize one lane of West Irving Avenue for a dumpster from Monday, October 20, 2003 to Monday, November 17, 2003, and to utilize the terrace on Irving Avenue for a dumpster from Monday, November 17, 2003 to Monday, December 22, 2003, for the renovation of the Newman Center at 717 West Irving Avenue, in accordance with the attached letter of request. 3. FISHING HAS NO BOUNDARIES TOURNAMENT Request permission to grant approval to the University of Wisconsin-Oshkosh to utilize Menominee Park and facilities on Saturday and Sunday, May 29 and 30, 2004, from 8:00 a.m. to 8:00 p.m. on Saturday, and from 8:00 a.m. until 3:00 p.m. on Sunday, for a fishing tournament entitled "Fishing Has No Boundaries", in accordance with the attached letter of request. Wollangk Oshkosh City Manager 215 Church Street Oshkosh, WI 54901 Re; Newman Center Remodeling DFD project # AA0230 Dear Mr. Wollangk, Tiffs correspondence is a follow up to our phone conversation of 10.06.03 regarding a renovation project at the Newman Center at 717 W. Irving Street. The scope of our work there consists of removal of an existing ramp, stairways, and sidewalk. We will be starting the exterior renovations to this building on October 20th. In order to get access to the exterior areas of the building being renovated, we will need additional access from Irving Street. The distance between the curb on Irving and the building is not adequate to allow the required construction equipment to operate between the street and the building. We will have two scenarios regarding the site work. The first scenario we will be doing demolition on the exterior, requiring a dumpster to be set on Irving. We do not expect this to take more than four (4) weeks. The second scenario will see the interior demolition work being done, at which time the dumpster will be moved to the terrace, to allow both lanes of Irving to be used. We expect the interior demolition to take an additional five (5) weeks. Weather permitting, we nd would have the site restored, and all dumpsters removed, by Monday, December 22 , 2003. There may be a need to do some grass restoration in spring, depending on weather conditions. Our intent would be to install all of the necessary safety barricades and possibly fencing to allow approximately one and one half ( 1 ½ ) lanes of Irving to two way traffic. We will provide signage to direct foot traffic to the North side of Irving. Thank you in advance for your help and cooperation regarding this matter. Weber Re: Use of Menominee Park Mr. Wollangk, Mr. Stephany and City Council: The University of Wisconsin Oshkosh has recently signed a contract with "Fishing Has No Boundaries Inc." to become the first University in the United States or Canada to host a two day fishing event for individuals with disabilities to be held May 29th and 30th, 2004. We are excited about hosting this event and the educational, recreational, and monetary benefits this event can bring to the Oshkosh Community and the University. The event has been pre-approved at all levels at the University, approved by the ADA Committee of the Oshkosh Public Schools, and the Oshkosh Recreation Department. It will be advertised in local and regional papers, Chronicle of Higher Education, TV, and radio. In addition, it will be on the Web sites of the new University of Wisconsin Oshkosh Adapted PE site, the Fishing Has No Boundaries site, and possibly the National Recreational Boating and Fishing Foundation site. This exposure should be good for the Oshkosh Community and the University. I am contacting you seeking permission to utilize the facilities, grounds, and docks in Menominee Park for this event. We are anticipating having 150 disabled fishemaen from the area, state and from various other locations and family members attending this event. The event would start Saturday morning May 29th with registration, equipment checkout, and fishing from 8:00am until noon. Lunch will be served in the park and then the fishermen will go out until 5:00pm when Supper will be served. On Sunday morning May 30th breakfast will be at 8:00 ~ and then they will fish until 12 00 noon when lunch and awards will be given to close the event. We anticipate needing to dock around 50 boats and pontoons so we would need to use the boat docks and possibly spill over to the sailboat docking area. For the meals we will need to erect one or two large tents to seat around 300 people in the area of the boat docks if possible utilizing the electrical outlet in the shelter in that area. In addition, we may erect two smaller tents for registration of fishermen and volunteers, and will need to bring in porta-potties for the disabled.
