BILLS It is recommended that the bills, as audited and presented by the Director of Finance, be approved for payment. 2. ORANGE BLOSSOM SALE Request permission to grant approval to the Vietnam Veterans of America Chapter 437 to seek donations during their annual Orange Blossom sale on Friday, October 17, 2003, from 3:00 p.m. to 7:00 p.m., and on Saturday, October 18, 2003, from 9:00 a.m. to 1:00 p.m., in accordance with the attached letter of request. 3. HALLOWEEN EVENT AT THE MENOMINEE PARK ZOO Request permission to grant approval to the Oshkosh Parks Department to double the fees for the Menominee Park Zoo from Friday, October 24, 2003 to Sunday, October 26, 2003, and on Friday, October 31, 2003, for their Halloween celebration, in accordance with the attached memorandum from Parks Director Tom Stephany. 4. UTILIZING OPERA HOUSE SQUARE Request permission to grant approval to the Downtown Oshkosh Business Improvement District to utilize Opera House Square and facilities on Friday, September 26, 2003, from 4:00 p.m. to 11:00 p.m., and on Friday, October 31, 2003, from 4:00 p.m. to 9:00 p.m., for various activities, in accordance with the attached letter of request. 5. PIG ROAST Request permission to grant approval to the Jockey Club to close Gruenwald Street, from Jefferson Street to North Main Street, on Saturday, September 27, 2003, from 12:00 p.m. to 9:00 p.m., for their annual pig roast, in accordance with the attached letter of request. 6. OAKLAWN SCHOOL WALK- A -THON Request permission to grant approval to Oaklawn Elementary School to close Viola Avenue, from Main Street to Jackson Street, on Wednesday, October 15, 2003, from 8:15 a.m. to 2:30 p.m., for their annual Walk- A -Thon, in accordance with the attached letter of request. Wollangk, City Manager FROM: Tom Stephany, Director of Parks DATE: September 18, 2003 RE: Halloween Event at the Menominee Park Zoo Thomas Stephany Director Menominee Park staff is in the process of organizing a new Halloween event for the Menominee Park Zoo. The intent is to provide a new activity for families and children, plus to raise funds for zoo improvements. The event will be held from Friday, October 24` through Sunday, October 26 th , plus Friday, October 31 (Halloween night). The event will feature pumpkin carving and painting contests, a variety of fall games, costume contests, trick -or- treat, a "merry- but - not - too - scary" walk - through of the zoo at night, plus many other activities. The goal is to get sponsorships to underwrite the activities. Current City ordinance allows charging $1 for adults, and 50¢ for children to enter the zoo. I would like to request that staff be allowed to double the fees for the days associated with the Halloween event — adults would pay $2, and children (12 and under) $1. The fee increase would be only for the dates listed above. As you likely know, DOBID in affiliation with Integen will be hosting Raiders Of The Lost Ark as our first Free Movie In The Park and also The Second Annual Downtown Oshkosh Children's Costume Parade & Safe Trick - or Treat. Both of these are the perfect sorts of public events to make use of our beautiful downtown public space in Opera House Square and we sincerely hope that we will be able to make use of it on Friday, September 26th, from 4pm to 11 pin and Friday, October 31s from 4pm to 9pm. We would also like to request that Market Street between High and Algoma be closed for the duration of both of these events. We are asking that we have permission to block off Gruenwald Street from Jefferson Street west to North Main Street. Our pig roast is at 24 E Gruenwald Street, Oshkosh WI 54901. The date for the roast is September 27, 2003 and we are asking that we start to block off the street from 12:00pm to 9:00 pm. If approved, we will finalize the details with the Oshkosh Police Department and the Oshkosh Street Superintendent. Thank you for your consideration in this matter.
