ON THE WATER
PROCEEDINGS OF THE COMMON COUNCIL
ClTY OF OSHKOSH, WISCONSIN
REGULAR MEETING held Tuesday, September 9, 2003 at 6:00 p.m. in the Council
Chambers, City Hall.
Mayor Hintz presided.
PRESENT: Council Members Mark Harris, Brian Poeschl, Paul Esslinger and Stephen
Hintz
EXCUSED: Council Members Shirley Mattox, William Castle, and Frank Tower
ALSO PRESENT: Richard Wollangk, City Manager, Warren Kraft, City Attorney, Pamela
Ubrig, City Clerk, and David Patek, Director of Public Works
Council Member Harris read the Invocation.
The Pledge of Allegiance was led by Counci Member Harris.
PUBLIC HEARING
The Mayor ordered the following Public Hearing:
Amend Chapter 30 Zoning Ordinance/Subdivision Regulations/Parkland
Dedication
Jennifer Sunstrom, representing the Realtors Association of Northeast Wisconsin,
expressed various concerns regarding the parkland dedications.
Ann Freidwald, representing Schreiber Anderson Associates, explained the city's need
for parkland along with the necessary fees and urged the Council to support the
ordinance.
Council Member Esslinger stated that parks were a benefit to the community but costly at
a time when budget cuts would be taken place.
Jack Doemel, 1865 Hickory Lane, expressed his concerns regarding the proposed
ordinance and asked Council to review the proposal prior to voting on the issue.
There were no other appearances and the Public Hearing was CLOSED.

The minutes of the August 26, 2003 meeting were presented as written.
The Report of the City Manager was read.
The bills were presented in the amount of $3,132,432.59.

Citizen Statements
Ken Bender, 806 Oak Street, complimented the Council on their decision regarding the
smoking ordinance.
Daniel Lynch, 310 S. Eagle Street, expressed his concerns regarding various smoking
issues.
Gordon Doule, 1225 Summit Avenue, stated his various concerns regarding road rage in
the community.
Jack Mark, 100 N. Westhaven Drive, complimented the Council on their efforts and
dedication for serving the City of Oshkosh.
Council Member Statements
Council Member Esslinger thanked Mr. Wollangk for explaining the budget concerns to
the public and stated it would be airing on Channel 10 in the upcoming future.
Council Member Poeschl recognized Mr. Levine from Jeff's on Rugby for offering non-

smoking hours at his restaurant.

Mr. Wollangk stated there would be a budget workshop on Thursday September
2003 at 5:00 p.m.
There was no other business before the Council.
