A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. NEIGHBORHOOD WATCH
Request permission to grant approval to the residents of West 4th Avenue to close the 700
block of West 4th Avenue, from Dakota Street to Idaho Street, on Saturday, September 6,
2003, from 2:00 p.m. to 8:00 p.m., for their Neighborhood Watch, in accordance with the
attached letter of request.
3. NEIGHBORHOOD BLOCK PARTY
Request permission to grant approval to the residents of the Sawyer Creek Subdivision to
close Sawyer Creek Drive, from 3050 Sawyer Creek Drive through 3160 Sawyer Creek
Drive, on Saturday, September 13, 2003, from 4:00 p.m. until 12:00 midnight, for their
neighborhood block party, in accordance with the attached letter of request.
4. NATIONAL GUARD PARADE
Request permission to grant approval to the Wisconsin National Guard to utilize city
streets and facilities on Sunday, October 5, 2003, from 12:00 noon to 1:00 p.m., for a
1157th Transportation Company of Oshkosh parade, in accordance with the attached letter
of request.
5. SACK IT TO GOODWILL
Request permission to grant approval to Goodwill Industries to utilize city streets and to
allow military vehicles on the streets on Saturday, September 6, 2003, from 8:30 a.m. to
12:00 noon, for their 5th Annual "Sack It To Goodwill" drive, in accordance with the
attached letter of request.
6. LOURDES HOMECOMING PARADE
Request permission to grant approval to Lourdes High School to utilize city street and
facilities on Saturday, September 20, 2003, from 9:00 a.m. to 11:00 a.m., for their annual
Homecoming Parade, in accordance with the attached letter of request.
7. BASKETBALL CHALLENGE
Request permission to grant approval to the Center for Career Development and
Employability Training at UW-Oshkosh and the Oshkosh Boys and Girls Club to utilize
Menominee Park and facilities on Saturday and Sunday, April 24 and 25, 2004, from 8:00
a.m. to 6:00 p.m., for a basketball challenge event, in accordance with the attached letter
of request.

Dear City Manager Wollangk:
The Meadows on Sawyer Creek subdivision will be celebrating its annual neighborhood
block party on Saturday, September 13, 2003. We are expecting over 75 people to
attend. We are planning a cookout, kids games, and an after dark fire in a City approved
fire pit. Due to the large number of people and past success of the event, we are
requesting closure of Sawyer Creek Drive, from 3050 Sawyer Creek drive through 3160
Sawyer Creek Drive. We would like to close the street fi.om 4pm to midnight, with your
permission.
If you have any questions we can be reached at home, at 426-3283. We look forward to

Dear Mr. Wollangk,
The Center for Career Development and Employability Training UW Oshkosh
and the Boys and Girls Club of Oshkosh, Inc. are in the planning stages for a new
fundraising event to be held in Oshkosh in Spring, 2004. We are planning a 3 on 3
basketball challenge event. There are many neighboring communities that now hold
this type of event and we believe it would be successful in Oshkosh.
We are looking at two dates both involving a Saturday and Sunday. Our choices
are Saturday and Sunday, April 24-25 or May 1-2, 2004. We are requesting use of
the streets in the southern end of Menominee Park for two days. We believe the
streets in the south end of the park would provide sufficient space for 10-15 half court
basketball courts. A registration and first aid area would also be set up along with a
limited number of food vendors (4-6).
I understand that this type of request must be submitted to your office for
approval by the city council. I have also enclosed a brief description of the event. If you
require additional information, I can be contacted at 920 424 2146. I will anticipate a
response by phone from your office. Please adv~ise regarding any administrative
requirements.

Oshkosh 3 on 3 Basketball Summer Kick-Off Tournament
The Boys and Girls Club of Oshkosh and the University of WiscOnsin Oshkosh (Center
for Career Development Youth Programs) are partnering to hold a 3-on-3 basketball
tournament in Spring, 2004 (April 24-25 or May 1-2) in Menominee Park, Oshkosh.
The two organizations will combine organizational and volunteer resources to sponsor
this fundraising event that will benefit programs for children and youth in the greater
Oshkosh area,
· Teams will be able to sign up to play, a minimum of three games, in one of six
categories. Youth and adult players will be eligible. Each team will pay $95.00 to
enter the tournament.
· The event rules and regulations will be similar to events hosted in other
communities throughout the state. We will attempt to group teams (4-persons)
into divisions of 16 teams each. Teams will be grouped into divisions by gender,
age and information provided on player skill level. We hope to register 320
teams.
· Additional activities may include a skills court, celebrity teams, scholarships for
youth teams and fun events.
Referees will be provided at each court to ensure safe and honest playing of each
game. Trophies and prizes will be awarded. Each participant will receive an event t-
shirt.
We hope to have members of the University of Wisconsin Oshkosh men's and women's
basketball teams on-hand for public relations purposes. Youth volunteers may be
engaged to help with organizational activities on the day of the event. Sponsorships for
the event and each court will be solicited by both organizations.
