A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. CHURCH PICNIC
Request permission to grant approval to the Christian Faith Fellowship Church to utilize
Menominee Park and facilities on Saturday, September 13, 2003, from 11:00 a.m. to 3:00
p.m., for their Church Picnic, in accordance with the attached letter of request.
3. NEIGHBORHOOD BLOCK PARTY
Request permission to grant approval to the residents of Grove Street to close Grove
Street, from New York Avenue to Tennessee Avenue, on Sunday, August 31,2003, from
2:00 p.m. to 10:00 p.m., for a neighborhood block party, in accordance with the attached
letter of request.
4. NEIGHBORHOOD BLOCK PARTY
Request permission to grant approval to the residents of Parkway Avenue to close
Parkway Avenue, from Evans Street to Grove Street, on Saturday, August 30, 2003, from
3:00 p.m. to 11:00 p.m., for a neighborhood block party, in accordance with the attached
letter of request.
5. NEIGHBORHOOD BLOCK PARTY
Request permission to grant approval to the residents of Evans Street to close Evans
Street, from East Irving Avenue to East Lincoln Avenue, on Sunday, August 17, 2003,
from 12:00 noon to 8:00 p.m., for a neighborhood block party, in accordance with the
attached letter of request.
6. MEMORIAL BLOCK PARTY
Request permission to grant approval to The Jockey Club to close Gruenwald Avenue,
from Jefferson Street to Mount Vernon Street, on Saturday, August 23, 2003, from 3:00
p.m. to 9:00 p.m., for a memorial block party, in accordance with the attached letter of
request.
UW-OSHKOSH 2003-2004 MOVE-IN
Request permission to grant approval to the University of Wisconsin-Oshkosh to change
the street patterns around the University to accommodate the student move-in on Sunday
and Monday, August 31 and September 1, 2003, from 9:00 a.m. to 4:00 p.m. on both
days, in accordance with the attached letter of request.
GRAND OPERA HOUSE 120TM BIRTHDAY CELEBRATION
Request permission to grant approval to the Grand Opera House to close Market Street,
from Algoma Boulevard to High Avenue, on Saturday, September 20, 2003, from 9:00
a.m. to 6:00 p.m., for their 120th Birthday Celebration, in accordance with the attached
letter of request.
WINNEBAGO MENTAL HEALTH INSTITUTE PICNIC
Request permission to grant approval to the Winnebago Mental Health Institute to close
Butler Avenue, between Treffert Drive and Sherman Road, and Treffert Avenue, between
South Drive and Butler Avenue, on Saturday, September 6, 2003, from 7:00 a.m. to 4:00
p.m., to accommodate a large picnic, in accordance with the attached letter of request.

~ I am writing this to request for approval to hold a one-day event on Saturday,
~, 2003 in Menominee Park at the Tennis Court location. This one-day event
will be our church picnic. Our main goal is to bring the church congregation together for
fellowship and to reach out to the local community.
Christian Faith Fellowship Church recently purchased a new church edifice in the
city of Oshkosh. Our pastors, Jason and Rhoda Turner, will be moving t6 this area on
August Ist' This event will help introduce them and the church, to the community and
people of Oshkosh. Their desire is to bring togetherness to the Body of Christ, promote
fmnily unity, and foster a sense of fellowship within the community.
We have read the special event insurance requirement and we will meet them.

request Parkway Avenue to be blocked offbetween Evans Street and Grove Street on
Saturday, August 30, 2003. We would like to hold the block party between the hours of

The residents of the 700 block of Evans Street will be holding their 18th Annual
Block Party on August 17, 2003. This is a fmnily event, and we have always
enjoyed the afternoon as an opportunity to gather together, play kick ball and
baseball, enjoy good food and fellowship, and for the children to ride their bikes
and play in the street. We are requesting permission m have the street batTicaded
from East h-ring to East Lincoln on that day from Noon until 8 PM.
We appreciate the cooperation of the Council, City Manager, Police Depatlment,
and Street Department. Please feel free m stop and ¥isit with us on the 17a~.

Dear City Counsel members:
Enclosed you will find a flyer for a memorial we are planning for Barry
Jensen.
We are requesting a street closure for August~, 2003 so we may raise funds
for a charity of Barry's widow's choice.
We will be holding this event in Barry's memory because he was a very
special friend to all that knew him. We will be having Jail and Bail, Dunk
tank, and a band. For the safety of all who attend we think that a street
closure is necessary. We are asking the City Counsel to allow us to close the
street from 3pm to 9pm.
We appreciate your consideration in this matter and look forward to a safe
and fun event.

In the early morning hours of Saturday, May 24, 2003 a great tragedy and loss befell the
family and friends of Barry Jensen. Barry had been boating with family when the boat he
was on encountered mechanical problems. At the onset of engine difficulty and being
just several feet from the T-docks of Rainbow Park, Barry took to the water to swim the
rope of the distressed boat into safe anchoring. Though his efforts were noble, a greater
calling out before Barry. He answered that call.

I am writing in regards to the student move in for the 2003 -2004 school year at UW Oshkosh. Freslmaan
will move in on Sunday, August 31, 2003 and the remaining students will move in on Monday, September
1, 2003. As in the past, we are requesting permission to change the following streets to one-way streets to
assist with the move in:
Elmwood Ave. between Algoma Blvd. and West Lincoln Ave., with traffic flow south to north.
West Lincoln Ave. between Elmwood Ave. and Cherry St., with traffic flow west to east.
Cherry St. between West Lincoln Ave. and West Irving Ave., with traffic flow north to south.
Osceola St. between Algoma Blvd. and High Ave., with traffic flow north to south.
The changes would be in effect from 9:00AM to 4:00PM each day. Street barricades and sil~as will be used
to inform motorist of the changes. Studant parking attendants will man major intersections.

Dear Council Members:
On Saturday, September 20, 2003, the Grand Opera House will be
celebrating its 120th birthday. I hope you are all aware that you will be
part of this event in many ways including a ride to the Opera House on
an antique fire engine, a rousing rendition of the "Happy Birthday Song"
by City Manager Richard Wollangk, with back-up by Council Members,
and an auction of birthday cakes baked and donated by the City Council.
In order to celebrate this event, which will be in conjunction with UW-
Oshkosh's Fallfest, we request that Market Street be closed, from High
Avenue to Algoma Boulevard, on Saturday, September 20, 2003, from
9:00 a.m. until 6:00 p.m., in order to accommodate the many festivities
we will be presenting at the Opera House.
Your approval of this request is greatly appreciated.

I am requesting as in the past to close Butler Avenue between Treffert Drive and Sherman Road,
and Treffert Avenue between South Drive and Butler Avenue located on the grounds of the
Winnebago Mental Health Institute. I am requesting the streets closed on Saturday, September
6, 2003 between 7:00 AM and 4:00 PM.
The purpose of the request zs in regard to a large institute activity in which there will be
approximately 700 - 900 visitors for our "Big Event" which is an all day picnic and activities for
our patient's family and friends.
