PURPOSE: INITIATED BY: FINAL RESOLUTION -2003 SEALCOATING DEPARTMENT OF PUBLIC WORKS WHEREAS, a public hearing was duly held on August 12, 2003, before the Common Council of the City of Oshkosh as to whether sealcoating of certain streets proposed to be done in 2003 should be performed at a cost to the property owner; NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that special charges for current services for sealcoating the streets listed on Exhibit A be levied against the abutting property which are hereby adopted and approved with the following modifications: B. C. D. 2. The abutting and benefited properties shall be charged for the cost of such work as a special charge for current services, per Section 66.0627 of the Wisconsin Statutes, but not more than seventy-five cents ($.75) per front foot for sealcoating streets with minimal base repair and widths equal to or less than twenty (20) feet, or not more than one dollar twenty-five cents ($1.25) per front foot for sealcoating streets with minimal base repair and widths equal to or less than thirty (30) feet, or one dollar fifty cents ($1.50) per front foot for sealcoating streets with minimal base repair and widths greater than thirty feet. 3. That the cost to be charged to corner lots with both streets to be improved shall be as follows: the full cost thereof with a deduction of 50% on the front footage on the long side of the corner lot providing that this deduction shall not apply to that portion of the corner lot which extends beyond 150 feet of depth. This deduction for corner lots shall be based upon how the property was platted. 5. That plans and specifications for said sealcoating/resurfacing program are hereby confirmed. BE IT FURTHER RESOLVED that such special charges against each property should be extended on the next tax roll as a tax against that property, and all proceedings in relation to the collection, return and sale of the property for delinquent real estate taxes shall apply to such special charges.
