HomeMy WebLinkAbout03-225.docJULY 22, 2003 03-225 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: INTER-GOVERNMENTAL AGREEMENT/WINNEBAGO COUNTY/ DISASTER MITIGATION PLANNING INITIATED BY: CITY ADMINISTRATION BE IT RESOLVED by the Common Council of the City of Oshkosh that the attached Memorandum of Understanding with Winnebago County for hazard mitigation planning is hereby approved and the proper City officials are hereby authorized to execute and deliver the agreement in substantially the same form as attached hereto, any changes in the execution copy being deemed approved by their respective signatures, and said City officials are authorized and directed to take those steps necessary to implement the terms and conditions of the Agreement. BE IT FURTHER RESOLVED that the City Manager shall have the authority to appoint an appropriate staff person to the Steering Committee which will oversee the preparation of the hazard mitigation plan. Memorandum of Understanding By and between Winnebago County (County) and the City of Oshkosh (participant) Congress passed a law entitled Disaster Mitigation Act of 2000 (DMA2K) that among other things requires that local units of government have an adopted and approved hazard mitigation plan before it can receive federal funding for pre-and post-disaster projects. The County has applied for and received federal funding to prepare a hazard mitigation plan. The County is now inviting local units of government within Winnebago County to be part of the process to prepare such a plan and then adopt the plan if it so chooses: Participant agrees to appoint one person to serve on the Steering Committee, which will oversee the preparation of the hazard mitigation plan. Such appointment shaIt be submitted to the County by July 7, 2003, on the form provided by the County. Participant agrees to co[Iect information pertinent to its jurisdiction and submit it to the consultant as outlined in Appendix A. Submittal of this information should occur prior t¢ July 20, 2003. Participant understands that if the required information is not submitted prior to that date, its irivolvement may be jeopardized. By agreeing to this MOU, the participant is not endorsing the plan at this time, but is agreeing to be part of the process and may at anytime withdraw that involvement and/or decline to adopt the hazard mitigation plan when it is completed.
