BILLS It is recommended that the bills, as audited and presented by the Director of Finance, be approved for payment. 2. NEIGHBORHOOD BLOCK PARTY Request permission to grant approval to the residents of the Rolling Meadows Subdivision to close Fox Fire Drive, between Rolling Green Circle and Bromfield Drive, on Saturday, July 12, 2003, from 3:00 p.m. to 9:00 p.m., for a neighborhood block party, in accordance with the attached letter of request. 3. ST. RAPHAEL CHURCH PICNIC Request permission to grant approval to St. Raphael Church to close Westhaven Drive, from Abbey Avenue to the south end of the main parking lot entrance, on Friday, August 8th, from 4:30 p.m. to 9:00 p.m., on Saturday, August 9th, from 8:00 a.m. to 11:00 p.m., and on Sunday, August 10th, from 12:00 p.m. to 5:00 p.m., for their annual Church Picnic, in accordance with the attached letter of request. 4. TAKE BACK THE NIGHT Request permission to grant approval to the Take Back the Night Planning Committee to utilize Riverside Park, city streets and facilities on Tuesday, September 30, 2003, from 6:00 p.m. to 9:00 p.m., for the 13th Annual Fox Cities Take Back the Night rally, in accordance with the attached letter of request. 5. NEIGHBORHOOD BLOCK PARTY Request permission to grant approval to the residents of Laager Lane and 19th Avenue to close Laager Lane, from Knapp Street to Orchard Lane, on Saturday, August 23, 2003, from 3:00 p.m. to 10:00 p.m., for a neighborhood block party, in accordance with the attached letter of request. 6. NEIGHBORHOOD BLOCK PARTY Request permission to grant approval to the residents of Grove Street to close Grove Street, from Custer Avenue to Tennessee Avenue, on Saturday, July 5, 2003, from 9:00 a.m. to 12:00 midnight, for a neighborhood block party, in accordance with the attached letter of request. 7. LEGION RIDERS PARADE Request permission to grant approval to the American Legion Riders Association of Wisconsin to utilize city streets and facilities on Sunday, September 7, 2003, from 3:30 p.m. to 7:00 p.m., for "A Salute to Our Troops II1" parade, in accordance with the attached letter of request. Our request to the council is to approve the closing of either Fox Fire Drive between Roiling Green Circle and Bromfield Drive, or closing Rolling Green Circle to Bromfield Drive from 3:00 pm to 9:00 pm on Saturday, July 12, 2003 for a neighborhood block party. Oshkosh, WI 54904 B ok The Night l ' June 10,2003 Richard Wollangk City of Oshkosh City Hall 215 Church Ave Oshkosh WI 54901 Dear Mr. Wollangk, The members of the 2003 Fox Cities Take Back the Night planning committee would like to request permission of the City Oshkosh to hold the thirteenth annual Fox Cities Take Back the Night rally and march in the city of Oshkosh on September 30th, 2003. This will be the eighth year the event will be held in Oshkosh. The event will begin with a gathering at 6:00pm at Riverside Park in back of the convention :.c, enter. The rally will start at 6'30pm followed by the march to begin at .approximately 7:00pm. The mamh route will travel down Main Street to Algoma Boulevard past the Christine Ann Center, ending at Reeve Union on the UVVO campus. The reception will be held on the second floor of Reeve Union. The support we have received from the City of Oshkosh is sincerely appreciated and we are hoping to once again have your support in our efforts. This neighborhood event is scheduled to begin at 3:00 pm and in past years has ended just after sunset. Because of the number of children on our streets and the events planned, it is our request to have the entrances to Laager Lane on Knapp Street and Orchard Lane barricaded during the time of the party. As Laager Lane is not a major thoroughfare we feel it would be much safer for the residents, espically the children, and not disrupt traffic flow. The purpose of the "Legion Riders" is to participate in ceremonies that are in keeping with the aims and purposes of the American Legion. The "Legion Riders" have provided Color Guards and Service Flag Displays for events in many cities across Wisconsin during the past several years, most recently in the Oshkosh Miss Wisconsin parade and in the Appleton Flag Day parade. It has been both an honor and a privilege to be allowed to perform these duties for the various events. To show our appreciation for the men and women currently serving in our nation's military services, the Legion Riders are requesting permission to hold another parade through downtown Oshkosh. The parade will be "A Salute to Our Troops The parade will be held on Sunday, September 7th, 2003 and will begin at 5:00 PM. Assembly of participants would be scheduled to begin at approximately 3:30 PM. The staging area would be in the area of Court Street south of Ceape St. and in the adjacent lots. The route would be as follows: West on Otter Ave. to Main St. - North on Main St. to Irving Ave. - East on Irving Ave. to Hazel St. - South on Hazel St. to Washington Ave. - East on Washington Ave. to the American Legion. This is the same route that is used for the 4th of July parade with the exception of the last few blocks leading to the American Legion. Invitations would be open to all interested motorcyclists, many of whom would be displaying patriotic flags. Also invited to attend will be active military and veteran organization members from a number of groups. Invitations will be extended to the local Police, Fire, and Sheriffs Departments as well. The parade would be limited to vehicular traffic only, however, in order to facilitate the orderly movement of all participants. The American Legion Riders Association would be honored to help provide an opportunity for the citizens of Oshkosh to show their support of those men and women who choose to proudly wear a military uniform of the United States of America.
