AS AMENDED PURPOSE: TRAFFIC REGULATIONS INITIATED BY: TRANSPORTATION DEPARTMENT A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27-7(A- 9), 27-23(A-5), 27-37(A-3)(D) and 27-23(A-11) OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO ONE-WAY STREETS, LOADING ZONES, PARKING METERS, AND PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS. The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27-7(A-9) of the Oshkosh Municipal Code pertaining to one-way streets is hereby amended as follows: A-9 ONE-WAY STREETS, AVENUES AND BOULEVARDS for Delete Therefrom: Algoma Boulevard from North Main Street to High Avenue northwesterly-bound traffic. for High Avenue, from Congress Avenue to North Main Street, southeasterly-bound traffic. Add Thereto: Algoma Boulevard, from Wisconsin Street to High Avenue, for northwesterly-bound traffic. High Avenue, from Congress Avenue to Wisconsin Street, for southeasterly-bound traffic. SECTION 2. That Section 27-23(A-5) of the Oshkosh Municipal Code pertaining to loading zones is hereby amended as follows: A-5 LOADING ZONES Delete Therefrom: Washington Avenue, north side, from 71 feet east of North Street MAY 27, 2003 FIRST READING Main Street to 92 feet east of North Main Street. Waugoo Avenue, north side, from 39 feet east to 65 feet east of State Street. JUNE 10, 2003 03-156 03-174 SECOND READING of State ORDINANCE CONT'D Add Thereto: Washington Avenue, north side, from 71 feet west of Jefferson Street to 90 feet west of Jefferson Street. SECTION 3. That Section 27-23 (A-11) of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS HIGH AVENUE Delete Therefrom: 90-minute parking, south side, from Commerce Street to Main Street, between the hours of 9:00 a.m. to 6:00 p.m. daily, except on Sundays and New Year's Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day and Christmas Day. Add Thereto: No parking, south side, from Commerce Street to Main Street. WASHINGTON AVENUE Delete Therefrom: 90-minute parking, north side, from Jefferson Street to 147 feet west of Jefferson Street, between the hours of 9:00 a.m. to 6:00 p.m. daily, except on Sundays and New Year's Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day and Christmas Day. No parking, north side, from Main Street to 60 feet east. Add Thereto: 90-minute parking, north side, from Jefferson Street to 71 feet west of Jefferson Street, between the hours of 9:00 a.m. to 6:00 p.m. daily, except on Sundays and New Year's Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day and Christmas Day. No parking, north side, from 90 feet west of Jefferson Street to Main Street. No parking, north side, from Main Street to 105 feet east of Main Street. 90-minute parking, north side, from 105 feet east of Main Street to State Street, between the hours of 9:00 a.m. to 6:00 p.m. daily, except on Sundays and New Year's Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day and Christmas Day. No parking, north side, from State Street to Court Street. SECTION 4. That Section 27-37(A-3)(D) of the Oshkosh Municipal Code pertaining to parking meters is hereby amended as follows: A-3 (D) TEN-HOUR METERED STREETS Delete Therefrom: Waugoo Avenue, north side, from State Street to Court Street. SECTION 5. This ordinance shall be in full force and effect on January 1, 2004 after its passage, publication and placement of the appropriate signage. TO: FROM: DATE: RE: MEMORANDUM Richard Woliangk, City Manager Mark Huddleston, Transportation Director O/HKO/H May 21, 2003 Items Defeated by the Traffic Review Board at their May 13, 2003 Meeting REQUEST FOR 90-MINUTE PARKING ON THE WEST SIDE OF MAIN STREET FROM 72 FEET NORTH OF HIGH AVENUE TO '198 FEET NORTH OF H!GH AVENUE. [CURRENT CONDITION: NO PARKING]. This item was the result of discussions held at the last Traffic Review Board meeting. The plan to convert High Avenue and Waugoo Avenue to two-way operation will require the removal of six (6) parking spaces near the Main Street intersection. I believe that a further removal of parking on the south side of Waugoo Avenue is warranted, but I will wait and observe the situation following the conversion to two-way operation before recommending additional parking removals. The item before the Board will provide six (6) spaces in the 300 block of Main Street. The new parking stalls will be short-term 90-minute parking stalls. The creation of parking on the west side of Main Street is consistent with the LDR Plan for downtown development. The implementation of parking on the west side of Main Street will provide the Board with the opportunity to see the impact of less southbound traffic capacity before physical changes are made to Main Street.
