A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. CHILDREN'S ART DAYS
Request permission to grant approval to the Downtown Business Improvement District to
utilize Opera House Square on Tuesday, June 17, 2003, and Thursday, July 24, 2003,
from 8:00 a.m. to 5:00 p.m., for the purpose of hosting two interactive children's art days,
in accordance with the attached letter of request.
3. FORGET-ME-NOT SALE DAYS
Request permission to grant approval to the Disabled American Veterans to utilize various
city streets and locations to conduct their Forget-Me-Not Sale Days on Friday and
Saturday, June 27 and 28, 2003, from 8:00 a.m. to 8:00 p.m., in accordance with the
attached letter of request.
4. AUTO COLLECTORS CAR SHOW
Request permission to grant approval to the Central Wisconsin Auto Collectors to utilize
South Park and facilities on Sunday, June 29, 2003, from 8:00 a.m. to 4:00 p.m., for the
Auto Collectors Car Show, in accordance with the attached letter of request.
5. CONCERT IN OPERA HOUSE SQUARE
Request permission to grant approval to the Oshkosh Rhythm Institute to utilize Opera
House Square and facilities on Sunday, June 22, 2003, from 12:00 noon to 6:00 p.m., for
a free concert, in accordance with the attached letter of request.
· WMHI SPECIAL EVENT
Request permission to grant approval to Winnebago Mental Health Institute to close
Treffert Drive, from Butler Avenue to South Drive, on Monday, June 23, 2003, from 4:30
p.m. to 8:30 p.m., for a Children's & Adult Dance, in accordance with the attached letter of
request.

Dear Mr. Wollangk,
I am writing to you as a representative of the Downtown Business Improvement
District in order to request the use of the Opera Square Park for two days this upcoming
summer. As you likely know, we will be hosting the Oshkosh 150 art exhibition this
August in the Wagner Opera House. As an followup to that evem we will also be hosting
a children's art exhibit called the Future Oshkosh 150, to be exhibited in the Wagner
Opera House following the close of the Oshkosh 150. ~In order to produce the children's
art for that show we will be hosting two interactive children's art days over the summer.
Five local artists will work with groups of children to help them produce art works in a
variety of different media. This is the perfect sort of public event to make use of our
beautiful new downtown public space in Opera House Square and we sincerely hope that
we wilt be able to make use of it on Tuesday, June 17t~ and Thursday JuN 24TM ¢~,,,

Dear Mayor Hintz;
The Disabled American Veterans Chapter 17 will be holding their Forget-Me-Not
flower drive on Friday arid Saturday, the 27th and 28th of June 2003 with distri-
bution of the merchant poster cards beginning om~17 June.
The Chapter would appmeciate being in receipt of a proclamation from the City of
Oshkosh at.the beginning of your Council meeting at 6:00 PM on Tuesday, the
lOth of June 2003. Representation of the Chapter will be in attendance to be in
receipt of the proclamation.
Funds received during this drive will be used to assist veterans and their
families. Some funds are forwarded to the three Veteran Administration hospitals
in the state of Wisconsin - Zablocki in Milwaukee, Middleton in Madison and Tomah.
Funds are also used to assist members,~v.~erahs ~nd their families in need with
food gift certificates. A large amount of our funds also go to the DAV Trans-
portation Program which provide~ rides to those veterans in need of transportation
to their medical appointments at one of the VA hospitals or one of the VA Out-
Patient Clinics such as Appleton. Drivers who use their own vehicles are partly
reimbursed for fuel and use. TheDAV, Transportation Program also, with some
assistance from the national organization, purchase vans for use in the program.

To oshkosh Parks committee
I would like to let you know that the Central Wisconsin Auto Collectors are
planning our car show for the upcoming year. We would like to reserve South Park for
this event. This car show bas been a great success the pas_t two years in this location.
The date for our 2003 car show is set for Sunday June 29m. We would like to reserve the
entire park for this event on this day. Also we would like to reserve the large pavilion on
Saturday, June 28m, to set up for the show.
There will be no major changes in the show from last year. I will give you a run
down on this show. There should be 250 to 300 cars. We estimate 5000 spectators.
There should be about 40 vendors selling car parts, crafts and foo& The hours of this
show will be 8:00 am to 4:00pm. We will sell food, soda and beer, we have a licence bar
tender. We will have a certificate of insurance for our club.
This is a family event. The proceeds of this event go to The Boys and Girls club

Subject: Request for free concert in Opera House Square Park.
I am writing to you as a representative of the Oshkosh Rhythm Institute in order to
request use of the Opera House Square Park for one day on June 22, 2003 in the
at~emoor~ We are planning a celebration of the official arrival of summer. We intend to
have the Oshkosh show mobile on site and have invited two bands (both local groups) to
perform. We also intend to perform as the Oshkosh Rhythm Ensemble, and hold an open
community drum and music circle. This evem will be open and appropriate for all ages of
folks. We believe that this will be a wonderful use of the new park and look forward to
enjoying a beautiful summer day in the park. Thank you for your consideration in this
