Adjournment *Special BID Parking AD Hoc Committee Meeting following regular meeting Downtown Oshkosh BID Board Minutes May 16, 2023 Present: Megan Lang, Autumn Urban, Marlo Ambas, Jim Stapel, Kris Larson, James Evans, Chanda Anderson, Aaron Armstrong, Sandra Prunty, Jill Anderson, Andy Ratchman, Carrie Olson, Barb Nelson Excused: Derek Mulloy Staff: Jessica Meidl – BID Manager, John Zarate – Economic Development Specialist, Others: Colan Treml – Oshkosh Chamber I. Call to Order Vice Chairperson Larson called the meeting to order at 8:00 a.m. A quorum was declared present. II. Approve Minutes of the April 18, 2023 Meeting The minutes of the April 18, 2023 were approved unanimously as written. (Stapel, J Anderson) III. Approve May 16, 2023 Monthly Financial Report The April 18, 2023 financial report was approved unanimously as presented. (J Anderson, Nelson) IV. Review BID Bylaws A discussion took place regarding bylaws – attendance and boards were discussed. It was decided it would be best to form a subcommittee to review the bylaws. C. Anderson, J. Evans, C Olson, B Nelson and J Meidl volunteered for the committee. V. Review Recruitment Grant Application The application was discussed and Meidl reviewed summary of changes that the group came up with. Items changed to encourage more applicants – no longer require personal financial statements, only require 2 years of financial projections, no longer requiring 10% cash equity. Group is looking into an online application. Motion to have City Staff review changes as written. (C. Anderson, Larson) VI. BID Manager and BID Committee Reports Jessie showed a pie chart of where her time was spent from last month. After 3 months of tracking has seen some fluctuation in where time is spent based on different seasons. Wine walk was held last weekend and was a success all tickets were sold out. MemberCo –Cottontails and Cocktails that was held in April was a success. MemberCo will work on event planning form to submit for budgeting. Upcoming BID Events -Jessie went over upcoming BID events that were all included within the Managers report. Highlights are Live at Lunch, Music on Main, Oshkosh Into the Night and the Greetings Tour mural. Downtown banners have been fully fundraised. COTS group has been getting out downtown to cleanup has been good response to this. Group will work with WEDC on strategic planning in June or July. VII. Other Business Zarate brought up that the 400 West Parking lot construction will begin possibly in July. Process will take about 8 weeks and will be done in 2 phases to allow portions of the lot to remain open for parking. B. Nelson brought up that the City approved her request to have the bridge lights color for the month of May to honor William Syndrome. The Mayor also read a proclamation for William Syndrome. VIII.
