REGULAR MEETING held Tuesday, May 27, 2003 at 6:00 p.m. in the Council
Chambers, City Hall.
Mayor Hintz presided.
PRESENT: Council Members Brian Poeschl, Paul Esslinger, Mark Harris, Shirl ey
Mattox, William Castle, Frank Tower, and Stephen Hintz
ALSO PRESENT: Richard Wollangk, City Manager, Pamela Ubrig, City Clerk, Warren
Kraft, City Attorney and David Patek, Director of Public Works
Council Member Poeschl read the Invocation.
The Pledg e of Allegiance was led by Grant Harris, Ryan Grange, David Coleman, Eric
Abraham, and James Ulrich representing Cub Scout Pack 3615 from Oakwood Elementary
School.
A proclamation was presented by Mayor Hintz declaring June 8, 2003 as “Race Unity
Day” in the City of Oshkosh.

Consent Agenda
The minutes of the May 10, 2003 meeting were presented as written.
The Report of the City Manager was read.
The bills were presented in the amount of $4,458,217.03.
The Report of the City Clerk was read.
Resolution 03 - 143 Grant Conditional Use Permits/Approve Final Planned
Developments:
A) 530 Pearl Avenue

Council Member Castle stated his concerns that parking would be according to the site
plan for the Bowen Street project.
Council Member Mattox expressed her concerns regarding the landscaping of the
property located on Bowen Street.
Mr. Kinney, Director of Community Development responded.
Resolution 03 - 144 Approve Land Exchange/UW - Oshkosh
Bernard P itz, 617 W. Irving Avenue, expressed the property was not a good investment
for the city and felt it would be too costly to get the property back to code.
Council Member Esslinger expressed his concerns regarding the property condition.
He felt that the property needed substantial repairs, and stated he would not support
the resolution.
Mr. Wollangk responded.
Council Member Harris asked for clairification of the amendement regarding the
property.
Mr. Kinney responded.
Mayor Hintz felt it was importan t to preserve and improve older parts of the community.

Council Member Esslinger gave his explanation for the amendment but supported the
entire package regarding the project.

Council Member Esslinger stated he would be voting present due to a conflict of

interest regarding the requests from the Oshkosh Chamber.

Public Agenda Discussion
Ordinan ce 03 - 156 Traffic Regulations
Barbara Baier, 224 N. Main Street, expressed her concerns regarding one - way streets
changed to two - way streets and the impact it would have on parking.
Kevin McGee, 1244 Wisconsin Street, expressed his concerns regarding th e traffic flow
on Algoma Boulevard and High Street and urged the Council not to support the
changes.
Jim Mitchell, 21 Waugoo Avenue, stated his concerns regarding future parking stalls
that would be removed with the proposed changes.
Randall Gusman, 620 Waugoo Avenue, stated he was opposed to the street being
converted to a two - way street and expressed his concerns regarding safety and the
loss of property value.

Citizen Statements
Gordon Doule, 1225 Summit Avenue, expressed his concerns regarding various
gove rnment issues.
Ken Bender, 806 Oak Street, stated his concerns regarding traffic on Wisconsin Street.
Bernard Pitz, 617 W. Irving Avenue, stated his concerns regarding the university
properties the city was negotiating a trade with. He also expressed hi s concerns
regarding parking on Irving Avenue during holidays.

OUNCIL EMBER TATEMENTS
Council Member Mattox thanked the Foresty Division for the trees that were recently
planted. She discussed various events that were taking place in the community.
Council Member Esslinger urged Citizens to contact Council Members regarding the
proposed ordinance to change one - way streets to two - way streets.
Whatever Else is Pertinent or For the Good of The City
Mr. Wollangk explained there would be a workshop wi th the Wisconsin Department of
Transportation to discuss the Wisconsin Street Bridge after the Council meeting. He
also stated there was a link on the city website for the presentation.
There was no other business before the Council.
