HomeMy WebLinkAbout03-136.docMAY 13, 2003 03 - 136 ORDINANCE (CARRIED_ 5 - 1 _____LOST_______LAID OVER_______WITHDRAWN_______) PURPOSE: SUPPORT MAINTAINING STATE SHARED REVENUE PROGRAM INITIATED BY: MAYOR STEPHEN HINTZ WHEREAS, the Oshkosh Common Council strongly supports the principle and practice of State Shared Revenues; and WHEREAS, the Oshkosh Common Council recognizes that the State of Wisconsin faces a very difficult fiscal situation in preparing the next biennial budget; and WHEREAS, the City of Oshkosh will face a severe budget and service reduction if state shared revenues are drastically reduced; and WHEREAS, Governor Doyle, in order to maintain most of shared revenue funding, has recommended transferring a total of $500,000,000 from the State Transportation Fund to the General Fund of the State of Wisconsin for the purpose of providing $230,000,000 in shared revenue to municipalities within the State of Wisconsin during the fiscal year 2003 - 2004 and $170,000,000 to municipalities within the State during the fiscal year 2004 - 2005; and, WHEREAS, spending on transportation projects will be maintained through the proper use of borrowed funds for long term capital projects, NOW, THEREFORE, BE IT RESOLVED that the Oshkosh Common Council supports the proposal to transfer $500,000,000 from the State Transportation Fund to the General Fund for the purpose of maintaining the State Shared Revenue Program.
