PURPOSE: TRAFFIC REGULATIONS

A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27-23
(A-11) OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING
REGULATIONS ON DESIGNATED STREETS AND ALLEYS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27-23(A-11) of the Oshkosh Municipal Code
pertaining to parking regulations on designated streets and alleys is hereby amended
as follows:
A-11 PARKING REGULATIONS
BEECH STREET
Delete Therefrom:
Add Thereto:
2-hour parking, west side, from 15 feet south of
Stillwell Avenue to 45 feet north of Gruenwald
Avenue between 6:00 a.m. and 6:00 p.m.
No parking, west side, from Murdock Avenue to
Stillwell Avenue.
2-hour parking, west side, from Stillwell Avenue to 45
feet north of Gruenwald Avenue between 6:00 a.m.
and 6:00 p.m.
NEBRASKA STREET
Delete Therefrom: 2-hour parking, both sides, from South Park Avenue
to 10th Avenue between 8:00 a.m. and 6:00 p.m.
SECTION 2 This ordinance shall be in full force and effect from and after its
passage, publication, and placement of the appropriate signage.

REQUEST FOR A FOUR-WAY STOP AT THE INTERSECTION OF EAGLE STREET AND BISMARCK
AVENUE. [EXISTING CONDITION: STOP SIGNS ON BISMARCK AVENUE].
The Oshkosh Police Department received a complaint from a parent regarding students crossing Eagle Street
at Bismarck Avenue. Perry Tipler Middle School and Sunset Elementary School are located on the west side
of Eagle Street at this location. The schools were not aware of any problems at this intersection. The
heaviest traffic volumes occur between 7:30 a.m. to 7:40 a.m. and 3:00 p.m. to 3:10 p.m. on school days. The
Potice Department is requesting a four-way stop at this intersection.
The warrants for a four-way stop sign are shown below:
· At least 500 vehicles per hour entering the intersection from all approaches
during any eight (8) hours of an average days.
· The vehicular volume crossing the major street averages at least 200 vehicles for the same eight
(8) hours.
· The traffic volumes are approximately equal in distribution.
· Five or more accidents in a twelve month period.

This intersection doesn't meet the warrants for a four-way stop sign.
The students that wish to cross Eagle Street to proceed east should cross Eagle Street at 5th Avenue, where
Eagle Street stops for 5th Avenue. Students can then proceed east on 5th Avenue to access the crossing
guard and the four-way stop located at 5th Avenue and Sawyer Street.
I surveyed the intersection for two days and I found an average of eight (8) students crossing Eagle Street.
I also discovered that four (4) students went to parents waiting in vehicles parked east of Eagle Street and
three (3) students proceeded south to 5th Avenue.

This is a request from the Board.
The removal of parking on the west side of Beech Street between Murdock Avenue ano Stillwell Avenue will
improve the ingress and egress for any new development located on the northeast corner of Murdock Avenue
and Beech Street. There also doesn't appear to be any need for the 2-hour restriction on the west side of
Beech Street north of Stillwell Avenue and that restriction can be removed. The proposeo changes should
provide an acceptable flow of traffic in the area, and if conditions change the Board can a~ways modify the
proposed parking changes.
