A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. BLOCK PARTY
Request permission to grant approval to the residents of Nebraska Street to close
Nebraska Street, from South Park Avenue to 14th Avenue, on Saturday, June 7, 2003,
from 12:00 noon to 10:00 p.m., for a neighborhood block party, in accordance with the
attached letter of request.
3. CLOSING OF MARKET STREET
Request permission to grant approval to the Oshkosh Chamber of Commerce, OCDC and
the Downtown BID to close Market Street, from Algoma Boulevard to High Avenue, every
Wednesday afternoon, from June 4 through August 27, 2003, from 9:00 a.m. until 6:00
p.m., to accommodate the Afternoon Concert Series/Farmer's Market, in accordance with
the attached letter of request.
4. MISS WISCONSIN PARADE
Request permission to grant approval to the Miss Wisconsin Organization to utilize city
streets and facilities on Wednesday, June 18, 2003, from 5:30 p.m. to 7:30 p.m., for the
Miss Wisconsin Parade, in accordance with the attached letter of request.
5. OSHKOSH FAMILY JABBA-WALKY
Request permission to grant approval to the Oshkosh Health Division to utilize
Menominee Park and facilities on Saturday, June 7, 2003, from 10:00 a.m. to 12:00 noon,
for the Oshkosh Family Jabba-Walky, in accordance with the attached letter of request.
6. MUSEUM ART FAIR
Request permission to grant approval to the Oshkosh Public Museum to close Algoma
Boulevard, from New York Avenue to Congress Avenue, on Sunday, July 13, 2003, from
7:00 a.m. to 6:00 p.m., for the Museum Art Fair, in accordance with the attached letter of
request.
7. WALK FOR HOPE
Request permission to grant approval to the Oshkosh Area School District and Oshkosh
Area Humane Society to utilize Steiger Park, city streets and facilities on Saturday, May
17, 2003, from 8:00 a.m. to 12:00 noon, for their Walk for Hope, in accordance with the
attached letter of request.
8. CHILDREN'S DAY PARADE
Request permission to grant approval to the Oshkosh Jaycees to utilize South Park, city
streets and facilities on Sunday, August 10, 2003, from 10:00 a.m. to 6:00 p.m., for the
Children's Day Parade, in accordance with the attached letter of request.
9. AIDS RUN/WALK
Request permission to grant approval to the Delta Tau Chapter of Alpha Xi Delta at UW-
Oshkosh to utilize Menominee Park and facilities on Saturday, October 4, 2003, from
10:00 a.m. to 12:00 noon, for an AIDS Run/Walk, in accordance with the attached letter of
request.
10. LABOR DAY WEEKEND BOAT RACE
Request permission to grant approval to the Badger State Outboard Association to utilize
Miller's Bay, Menominee Park and facilities on Saturday and Sunday, August 30 and 31,
2003, from 11:30 a.m. to 7:00 p.m., for outboard motorboat races, in accordance with the
attached letter of request.
11. BLOCK PARTY
Request permission to grant approval to the residents of the 500 block of Oak Street to
close Oak Street, from Parkway Avenue to Merritt Avenue, on Saturday, August 2, 2003,
from 11:00 a.m. to 6:00 p.m., for their neighborhood block party, in accordance with the
attached letter of request.
Request permission to grant approval to the Canadian National Railroad to close the Waugoo
Avenue railroad crossing, (permission is needed per Section 25-22 of the Oshkosh Municipal
Code), from May 19 through May 24, 2003, to allow for the repair of the railroad crossing.

Dear Mr. Woliangk:
On behalf of the Oshkosh Chamber of Commerce, OCDC, and the BID, 1 would like to request the
closing of Market Street for the 2003 Wednesday Afternoon Concerts Series/Farmer's Market.
This event is scheduled to take place every Wednesday, June 4 - August 27, 2003. There will be
a total of 13 shows this summer. The hours of operation will be from 9:00 am until 6:00 pm.
This is the first year of the Wednesday Afternoon Concert Series. We feel that having a majority of
the vendors locate their market in one central area is beneficial to the farmer's/artists and their
patrons. We hope to make this an event that will include music, food, and the farmer's market. Our
goal is to enthusiastically bring the community to the roots of beautiful downtown Oshkosh.

I would like to have permission to hold an event at the Menominee Park
and it's facilities on June 7, 2003 from 10am to 12 noon. The event is
The Oshkosh Family JABBA-WALKI. This is an event to promote Family
Activity as a healthy choice.

PRESS RELEASE
For the week of May 19, 2003
The Oshkosh Health Division is happy to announce that they
are sponsors of a family oriented event meant to promote
healthy lifestyles.
Menominee park Zoo, Oshkosh Family JABBA-WALKY will be
held on the trails of Menominee Park on June 7~h, 2003 at
10:00 am.
Inactivity is a particularly difficult Public Health
Problem. Promoting physical activity in a fun and easy
atmosphere can help families develop a lifelong
appreciation for the benefits of physical activity. We are
working with the Oshkosh Parks Department to make this
event just a start at family fitness. We are marking
trails, developing trail maps that will continue to be
available after the walk. This will allow families and
individuals to continue to utilize the park after the walk.
On the day of the event, we will have community partners
such as the YMCA, and other health related providers in the
park with physical activity information.
The first 50 participating families to walk the
designated trail will receive a free pass to visit the zoo.

Suicide Prevention Program®
Is Taking It to the Streets!
Please Join Us Saturday, May 17th for the
"Walk for Hope"...and Bring the Family Dog!
Oshkosh area schools and the Community for Hope
are joining forces with the Oshkosh Area Humane Society
for a fundraising walk to support suicide prevention
programs like anti-bullying and positive problem solving.
Everyone is welcome! Form a team or walk by yourself or with your
family or friends, and bring your dog if you'd like. Participants are
asked to raise minimum donations--S10 for middle schoolers or
younger, $15 for high-school students and $25 for adults. All
registered walkers will receive a Yellow Ribbon t-shirt and a bandana
for their dog (if the pooch is well mannered enough to be invited
along!).
The 2-mile Walk for Hope will start at 8:00 a.m. and finish by noon.
The route starts and ends in the southwest parking lot of Oshkosh
West High School. Walkers will have plenty of time to participate and
still get to their Saturday obligations.
Proceeds from the Walk for Hope will go towards suicide prevention
in our schools and community, with a percentage donated to the
Oshkosh Area Humane Society.
Please pick up registration forms and donation sheets at any
Oshkosh high school (Lourdes, North or West) by May 16th. For more

Dear Mr. Wollangk,
The Oshkosh Jaycees would like to request permission to utilize South Park, its
facilities and surrounding city streets for the Children's Day Parade. The
Jaycees will be hosting this 71st annual event on Sunday, August lOth from 10
am to 6 pm.
The parade will assemble at 10:00 am in the Old Franklin school park area at
6th Street and Idaho Avenue. The parade will then go eat on West 6th Avenue
to Ohio Street, and south on Ohio Street to West South Park Avenue. We will
then go west on South Park Avenue to Georgia Street and North on Georgia
Street to the South Park entrance.
I will be in contact with Sergeant Bakri of the Oshkosh Police Department to
coordinate the intersection blocks, guards and park coverage.

The Delta Tau Chapter of Alpha Xi Delta here at the University of Wisconsin
Oshkosh would like to hold an AIDS mn/walk on October 4 or 1 I, 2003 at 10:00 am.
We would like to have the event at Menominee Park. This mn/walk will benefit Camp
HeartLand, a children's AIDS foundation. This is a non-profit organization that relies on
donations and volunteers in order to keep nmning the activities, programs, and services
they provide. If this date and place does not work could you please let us know any other
options we might have. If you could contact us as soon as possible about this and with

Thank you once again for all your suppmt in making the Labor Day Weekend Boat Race
event a successful one.' Fun was had by all tho racers, fomilics and spectators.
We would like to hold the event again on Labor Day weekend 2003. Enclosed is a new
proposal for 2003.
Hopefully next year the weeds will not be as bad, making thh~§s a little easier.

Proposal. for Oshkosh Regatta 2003
Badger State Outboard Association (BSOA) proposes a two-day event of outboard motorboat
races at O~lroSh, WI (Miller's Bay) on Aug!~t 30-31, 2003. The event is sanctioned by APBA
(American Power Boat Association) and shah consist ofvarious classes and divisions of
outboard race boats.
The two-day event will include testing of face boats from 11:30 am to 12!00 pm with racing
starting after 12:00 pmuntil Fruited no later than 7:00pnx
BADGER STATE SI4_A~ I. BE RESPONSIBLE AS FOLLOWS:
1.To conduct the races and handle all race related duties, such as:
A. Secure APBA Sanction and Insurance Liability coverage
B. Selection of Officials
C. Setting out and removiug the course (buoys)
D. All race equipment, such as buoys, anchors, rope, seale% flag% timing equipment,
starting clock, comnmnieation radios, etc
E. Handle all race entry income and disperse all expense and award monias.
2. A minimo, m of thrce (3) patrol and safety boats. BSOA will arrange for divers if required.
3. Erect a suitable judge's stand and inspection area. Only authorized personnel by the Race
Director or Referee is allowed.
4. Erecting a suitable P.A. system for race announcing and local advertisements.
5. Race event schedule - race schedule will be determined by the race committee aRer all entries
are in. The water will be opened periodically for traffic if required. BSOA reserves right to
cancel regatta if in the judgement of race officials, weather or water conditions are prohibitive.
6. Coast Guard - BSOA will make the necessary arrangements with the
Coast Guard on Federal waters.
7. Arrangements for ambulance to be at race by 11:30 am ea6h momlng and is expected to be on
site mill 7:00 pm, if necessary (unless local sponsor agrees to secure ambulance sexvices). The
ambulance is not to be on call for non-boat race usage and a second ambulance is to be available
on 15 mlnutes notice if the first ambulance must leave with an injured driver.
8. BSOA is currently planning to provide food and beverage concessions. The orgsni~ien may
contract these services through local nonprofit commnnlty organizations. BSOA ~ work with
Park Department to ensure ail regulatory requirements are met for sale of food and alcoholic
beverage~
9. BSOA may work with a local nonpro~ community organiTation to provide live musical
enter~alnment a~er the races.
PARK DEPARTMENT WII.I. BE RESPONSIBLE AS FOLLOWS:
1. BSOA will work w~th Park Department to secure ail necessary park, river/lake, ramp etc.
permits to allow event to happen.
2. Provide ~,ffieient space to permit 0~ivers to lanneh their boats and adjust thek motors,
inelodiag the race site.
3. Provide s~,fficient space for Judges Stand (approx~ 120 sq ~ ) and inspection at waters edge
(appro~ 40 sq ~)
4. Provide s~,tt%ient space for overnight accommodations for motorhomes, va~ cars and
tenting.
5. Provide sufficient rest room facilities for spectator convenience.
6. Provide barricades for use of traffic control.
