ROCEEDINGS OF THE OMMON OUNCIL

REGULAR MEETING held Tuesday, April 22, 2003 at 6:00 p.m. in the Council
Chambers, City Hall.
City Clerk Pamela Ubrig presided.
PRESENT: Council Members Shirley Mattox, William Castle, Fra nk Tower, Brian
Poeschl, and Paul Esslinger
EXCUSED: Deputy Mayor Mark Harris and Mayor Stephen Hintz
ALSO PRESENT: Richard Wollangk, City Manager, Pamela Ubrig, City Clerk, Warren
Kraft, City Attorney and David Patek, Director of Public Works
Ms. Ubri g announced that due to the Mayor and Deputy Mayor of the Council unable to
attend the Council Meeting, nominations were in order to appoint a temporary presiding
officer.
Council Member Esslinger nominated Council Member Castle to preside over the
meetin g.

Council Member Castl e took over the meeting as the presiding officer.
Council Member Mattox read the Invocation.
The Pledge of Allegiance was led by Brittany and Kayle Glatting from Emmeline Cook
Elementary School; and, Anna Farmer and Connor Hyler from Oaklawn Elementary
School.
An award was presented to the Oshkosh Auxiliary Police by Presiding Officer Castle.
A proclamation was presented by Presiding Officer Castle declaring May 10, 2003 as
“Oshkosh Letter Carriers Food Drive Day” in the City of Oshkosh.
A proclama tion was presented by Presiding Officer Castle declaring April 2003 as

“Child Abuse Prevention Month” in the City of Oshkosh.

A proclamation was presented by Presiding Officer Castle declaring A pril 28, 2003 as
“Workers Memorial Day” in the City of Oshkosh.
A proclamation was presented by Presiding Officer Castle declaring May 1, 2003 as
“National Day of Prayer” in the City of Oshkosh.
Presiding Officer Castle reminded citizens that the rec reational vehicle ordinance had
been referred back to the Planning Commission for further review. He also explained
that the public hearing regarding street improvements would be at the May 13, 2003
Council Meeting.

The minutes of the Apr il 8 and 15, 2003 meetings were presented as written.
The Report of the City Manager was read.
The bills were presented in the amount of $12,928,368.07.
The Report of the City Clerk was read.

Ken Bender, 806 Oak Street, expressed h is concerns regarding excessive spending.
Bernie Pitz, 617 W. Irving Avenue, stated he was opposed to the ordinance and stated
that better planning was needed when doing these projects. He felt this would be a
burden on future taxpayers.
Council Member Esslinger asked for an explanation of the changes.
Mr. Wollangk responded.
Council Member Mattox questioned if the re - alignment could include going through the
Chamber of Commerce parking lot.

Ordinance 03 - 119 Amend Special Assessments Installment Payment Plan Options
Ken Bender, 806 Oak Street, expressed his concerns regarding the dollar amounts for
the various payment plans.
Council Member Tower explained.
Resolution 03 - 123 Grant Conditional Use Permit/Approve Final Planned
Development/120 Wisconsin Street
Ken Bender, 806 Oak Street, suggested a trial and error period to see if there would be
any problems regarding the request.
Brian Hammel, representing Wingers, explained the reason for the conditional use
permit and urged the Council to support the resolution.
Bernie Pitz, 617 W. Irving Avenue, expressed his concerns regarding littering and
noise
associated with beer gardens.
Council Member Esslinger explained that beer gardens have the option to be open until

normal closing time for bars with music ending at 11:00 p .m.

Council Member Esslinger questioned the a dvance notice that property owners receive.
Mr. Patek responded.

Council Member Mattox questioned the dollar amount and the number of years
available to citizens.
Council Member Tower explained the payment plan options and stated he would not
change the ordinance without Mr. Harris present because they had brought forth the
ordinance together.

Council Member Esslinger explained he would vote present due to a conflict of interest.

ITIZEN TATEMENTS
Gordon Doule, 1225 Summit Avenue, expre ssed his concerns regarding hazards and
vapors.
Ken Bender, 806 Oak Street, expressed his concerns regarding the low turn out for the
election and urged voters to mark their ballots carefully. He also thanked the City
Clerk’s office for their extra time during the recount.
Randy Guzman, 620 Waugoo Avenue, questioned when the proposal to change
Washington Street from a one - way to a two - way street woud be reviewed by Council.
Council Member Esslinger explained the ordinance would be brought to Council a fter
the Traffic Review Board voted on it.
Council Member Statements
Council Member Esslinger thanked Presiding Officer Castle for conducting the meeting.
He also thanked the Sesquicentennial Committee or their efforts and success of the
recent celebrati on and questioned if some the events held would be repeated.
Council Member Mattox stated that as of April 11, 2003 Riverside Cemetery would be
listed on the state register of historical sites. She cautioned citizens to be careful while
driving of childr en out playing with the upcoming spring weather. She asked anyone for
information regarding the trees being destroyed in Menominee Park.
Whatever Else is Pertinent or For the Good of The City
Mr. Wollangk explained there would be a workshop regarding th e new Wisconsin
Street bridge after the May 27, 2003 Council Meeting.

Ms. Ubrig thanked everyone that helped with the re - count. She urged citizens to
become election inspectors to help work future elections.
