CITY AWARDS THE ISSUANCE OF THREE BOND SERIES: On May 31, 2023, the City awarded the sales of three bond series, 2023A – G.O. Bonds, 2023B – Stormwater Bonds, 2023C – Water Bonds. City staff was in constant contact with Ehlers to review the market conditions and the ongoing deliberations dealing with the federal debt ceiling negotiations and approval process. The consensus was to continue with the sale on May 31. Attached to this newsletter is a Sale Date Report from Ehlers for each of the bonds. GO TRANSIT RECORDS CLEAN SLATE AFTER COMPLETION OF TRIENNIAL REVIEW: The triennial review is one of the Federal Transit Administration’s (FTA) main management tools for examining recipient performance and adherence to current FTA requirements and policies. The FTA does a thorough review of every federally funded transit system every three years in which they do an in-depth evaluation of almost everything GO Transit does. They review 24 different areas including financials, procurements, Title VI, ADA polices, drug and alcohol programs, and many others. The review requires a substantial amount of time and effort from the whole transit team over a five-month period. At the conclusion of the review, a final report is issued along with any “findings and/or deficiencies.” Nationally, the average number of findings is 6-8. GO Transit had ZERO findings this triennial! This is an awesome accomplishment for the GO Transit team and further affirms that GO Transit is following the FTA policies and regulations that are necessary to keep our operation funded and operating efficiently. DRINKING WATER QUALITY REPORT: Each year, Water Utility is required to provide a drinking water quality report, Consumer Confidence Report, to the entire city. This report provides information to our customers about the regulation of drinking water, regulatory standards, the source and treatment of the water supply, health information, sources of potential contaminants, and monitoring data summarizing water quality data. A notice stating the availability of the report will be included with all of the June utility bills. A paper copy may be requested by calling (920)232-5325. Please press zero (0) to speak with someone. Copies are also available outside of Rooms 106 and 301 at City Hall and at the Oshkosh Public Library. Much of the data in the report has been part of the drinking water quality testing program for years and the City’s Water Utility has had an excellent record of meeting and exceeding all regulatory drinking water requirements. Please note, customers may receive multiple notices about the report. The City is required to notify customers by each of the customer’s selected methods to receive a bill and/or make a payment. OSHKOSH MEDIA COVERS MEMORIAL DAY PROCESSION: Staff and volunteers from Oshkosh Media worked with members of the local chapter of Disabled American Veterans to provide its annual coverage of the City’s Memorial Day Procession. The procession returned to its normal route this year down Algoma Blvd., and featured many community groups paying tribute to military members who lost their lives in the line of duty. GREETINGS TOUR MURAL: Downtown Oshkosh just received a major splash of color welcoming visitors to our downtown. A “Greetings from Oshkosh” mural has been painted on the south side of The Roxy and is the first official Greetings Tour postcard mural in the state. The Greetings Tour murals have been painted in communities across the United States and a few countries outside of the United States. The Greetings Tour mural is very popular and has a large following on social media. The mural in Oshkosh incorporates several Oshkosh landmarks, history and culture, as well as, paying tribute to first settlers in the area, the Menominee Tribe. The Downtown Oshkosh BID has been instrumental in advancing Oshkosh’s public art scene and culture. OSHKOSH POLICE DEPARTMENT HAPPENINGS: On Tuesday, May 23, 2023, during a Police and Fire Commission meeting, the Oshkosh Police Department celebrated the hiring of Police Cadet Casey Schrage to the position of Patrol Officer. Casey Schrage joined the Oshkosh Police Department as a Cadet on January 13, 2023. He completed his Wisconsin Law Enforcement Certification on May 19, 2023, through Fox Valley Technical College. LOOKING AHEAD: Among the meetings I have scheduled for the week of June 5 include the following: On Monday at 11:30 AM, I will be meeting with our new Assistant Community Development Director, Kay Qualley. We will plan to introduce Ms. Qualley at a future City Council meeting. At 5:30 PM, I will be meeting with the new administrator for the Village of Winneconne, who will be starting later this month. On Tuesday at 8:00 AM, Parks Director, Ray Maurer, and I will be meeting with the Committee on Aging on a transition plan so the work of the Committee on Aging can continue past the dissolution of the committee. At 10:30 AM, I will be at the Seniors Center to be present for a grant award by AT&T to the Seniors Center. On Friday morning, staff and I will be attending a meeting of the County Planning and Zoning Committee regarding their consideration of creating flood zones in the Sawyer Creek area.
