Mayor Hintz presided. PRESENT: Council Members Paul Esslinger, Mark Harris, Shirley Mattox, Wil liam Castle, Jon Dell'Antonia, Frank Tower, and Stephen Hintz ALSO PRESENT: Richard Wollangk, City Manager, Pamela Ubrig, City Clerk, Warren Kraft, City Attorney and Jackson Kinney, Director of Community Development Council Member Esslinger read the Invo cation. The Pledge of Allegiance was led by Christine and Andrew Lichtfuss from St. Elizabeth Ann Seaton School; and, Mollie Dorn and Steve Rothe from Grace Lutheran School. P H UBLIC EARING The Mayor ordered the following Public Hearing: Amend Chapte r 30 Zoning Ordinance/Recreational Vehicles and Equipment Mayor Hintz clarified the ordinance and encouraged the citizens of the community to come forward with their thoughts and concerns. The Council took a ten - minute break at 7:15 p.m. There were no other appearances and the Public Hearing was CLOSED. C A ONSENT GENDA The minutes of the March 25, 2003 and April 3, 2003 meeting were presented as writ ten. The Report of the City Manager was read. The bills were presented in the amount of $3,632,151.22. The Report of the City Clerk was read. Mr. Wollangk responded. Ken Bender, 806 Oak Street, stated he was opposed to the amount of money being s pent on the project and felt changes should be held off until the areas was developed. Steve Bender, 810 Hawk Street, expressed his concerns regarding traffic counts being taken in an area that is currently under construction. Ordinance 03 - 107 Amend Acc ess Control Ordinance Ken Bender, 806 Oak Street, stated his concerns regarding the ordinance. A T O R CTION AKEN ON RDINANCES AND ESOLUTIONS Ordinance 03 - 104 Approve Traffic Regulations MOTION: ADOPT (Esslinger; second, Dell'Antonia) CARRIED: Ay es (7) Esslinger, Harris, Mattox, Castle, Dell'Antonia, Tower, Hintz Ordinance 03 - 105 Amend Special Assessments Installment Payment Plan Options FIRST READING; LAID OVER UNDER THE RULES 3 P O C C – A 8, 20 03 ROCEEDINGS OF THE SHKOSH OMMON OUNCIL PRIL Ordinance 03 - 106 Amend Chapter 30 Zoning Ordinance/Recreational Vehicles and Equipment FIRST READING MOTION: SUSPEND RULES FOR CONSIDERATION (Esslinger; second, Tower) CARRIED: Ayes (7) Esslinger, Harris, Mattox, Castle, Dell'Antonia, Tower, Hintz MOTION: ADOPT (Tower; second, Esslinger) MOTION: REFER TO PLAN COMMISION FOR EXTENSIVE REVIEW AND DISCUSSION WITH INTERESTED INDIVIDUALS AND GROUPS (Harris; second, Esslinger) CARRIED: Ayes (7) Esslinger, Harris, Mattox, Cast le, Dell'Antonia, Tower, Hintz Council Member Esslinger stated he felt the ordinance should go back to planning for review. Council Member Harris expressed his concerns regarding the ordinance and felt clarification was needed. Council Member Cas tle stated he was in support of the ordinance going back before Plan Commission and felt there were issues that need to be addressed. Council Member Mattox expressed her support for the Plan Commission to review the ordinance and urged public participatio n at those discussions. Council Member Tower felt that various issues needed more discussion and that it was important to get the correct information to the public. Council Member Dell'Antonia encouraged citizens to be aware of when this issue would be b efore the Planning Committee so that they could express their concerns. Ordinance 03 - 107 Amend Access Control Ordinance FIRST READING; LAID OVER UNDER THE RULES 4 Ordinance 03 - 108 Amend Regulations Relating to Enforcement of Regulations in Winne bago County Parks FIRST READING; LAID OVER UNDER THE RULES P O C C – A 8, 2003 ROCEEDINGS OF THE SHKOSH OMMON OUNCIL PRIL C S ITIZEN TATEMENTS Ken Bender, 806 Oak Street, expressed his concerns regarding the various issues with the inspector’s office. Gordon Doule, 1225 Summit Avenue, expressed his concerns regarding various issues. Bill Luebke, 2562 Jackson Street, asked Council to review the grade of property on South Main Street that apartments were being built on. Daniel Lynch, 310 S. Eagle Street, expr essed his concerns regarding a smoke - free environment. Matt O’Malley, Milwaukee, (former Council Member) felt the development in the downtown area was an investment of the community. He also bid his farewell to Council Member Dell'Antonia. C M S OUNCIL EMBE R TATEMENTS Council Member Tower reminded citizens that in the year 2004 High Street and Algoma Boulevard would become two - way streets. He felt it was important for the Traffic Advisory Committee and the Planning Commission to work together. He thanked Council Member Dell'Antonia for his support and guidance over the years. Council Member Esslinger questioned if there was an ordinance to have structures placed around refuse containers at restaurants. He also thanked Council Member Dell'Antonia for his time and effort over the years. Mr. Matt Tucker, Associate Planner, responded. Council Member Mattox informed eveyone of a new boutique in the downtown area. She also recognized Council Member Dell'Antonia for his years of service and commitment. Mayo r Hintz explained state shared revenue and the effects it would have on the 2004 budget. 5 Council Member Dell'Antonia thanked the Council and hoped that the redevelopment of the downtown area would continue. He reminded citizens of the election recount at City Hall starting on April 9, 2003 and of the re - organizational meeting on April 15, 2003. There was no other business before the Council.
