PURPOSE: AMEND CHAPTER 30 ZONING ORDINANCE/RECREATION AL
VEHICLES AND EQUIPMENT

A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING THE ZONING
ORDINANCE REGARDING RECREATIONAL VEHICLES AND EQUIPMENT.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Sections 30 - 1(A)(135) and (136) Definitions be repealed and
recreated to read as follows:
(135) RECREATIONAL EQUIPMENT
(a) ON - PREMISE RECREATIONAL EQUIPMENT: equipment used by
resi dents of a principal building for on - premise recreation, relaxation or games
and sports, including, but not limited to, swimming pools, hot tubs, decks greater
than twelve (12) inches above grade, swings, slides, climbers, teeter - totters,
play - forts, sandb oxes, supports for basketball baskets and backboards,
badminton nets, outdoor grilles, and similar equipment.
(b) OFF - PREMISE RECREATIONAL EQUIPMENT: recreational equipment
owned by residents of a principal building and used off the premise, including,
bu t not limited to, a boat or a boat on a trailer where the boat is less than sixteen
(16) feet in length, utility trailers, canoes, kayaks, all terrain vehicles, and
snowmobiles.
(136) RECREATIONAL VEHICLE: A boat or a boat on a trailer where the boat is
greater than sixteen (16) feet in length or a self propelled, motorized, towed or
hauled vehicle with sleeping facilities and primarily designed for temporary living
accommodations for recreational, camping, and travel use such as a travel
trailer, truck camper, tent camper, or motor home.
SECTION 2. That Section 30 - 35(B)(2)(f) be repealed and recreated to read as
follows:
(f) On - Premise Recreational Equipment: When accessory to a residential
use, is permitted within rear yards, provided a five (5) foo t setback is maintained
from all lot lines.

SECTION 3. That Section 30 - 35(L) regarding off - street storage standards and
screening requirements is hereby created to read as follows:
(L) Off - Street St orage Standards
(1) Multi - family, Commercial and Industrial Standards: In multi - family,
commercial and industrial districts, off - street storage of recreational vehicles and
off - premise recreational equipment shall be permitted inside of enclosed
buildin gs or in areas constructed in compliance with required district setback
regulations.
(a) The temporary parking of recreational vehicles or equipment shall
be allowed for a period not to exceed seventy - two (72) hours in any thirty
(30) consecutive day peri od.
(b) At no time shall a recreational vehicle or equipment be used for
living, sleeping, materials storage or other purpose. No recreational
vehicle shall be permanently connected to water, gas, electric, or sanitary
sewer service.
(2) Single and Two Family Standards
(a) Recreational vehicles and off - premise recreational equipment may
be stored on residential property, provided the vehicles and equipment are
owned by the occupants of the property and that no major repair,
disassembly, or rebuilding op erations are conducted thereon. All
recreational vehicles and off - premise recreational equipment stored
outside of enclosed buildings shall be in safe, operable condition, and
display current licenses or registration tags when applicable.
(b) Not more tha n one (1) recreational vehicle shall be stored outside
of enclosed buildings on a property.
(c) When stored outside of enclosed buildings, recreational vehicles
shall be stored on a code compliant off - street parking space, except that a
tent camper may be stored on an unimproved surface in the side or rear
yard area, provided a five (5) foot setback is maintained from all property
lines. A boat on a trailer may be stored on the driveway, in the front yard
area, between April 1 and November 1.
(d) When s tored outside of enclosed buildings, off - premise recreational
equipment may be stored on the driveway area in the side yard or rear
yard. This equipment may also be stored on an unimproved surface in the
side yard or rear yard area, provided a minimum fiv e (5) foot setback is
maintained from all property lines.

(e) On property adjacent to navigable bodies of water, boats or other
water related recreational equipment may be stored in the shore yard
are a, on code compliant docking facilities.
(f) Recreational vehicles and off - premise recreational equipment
stored on residential property shall be screened from adjacent properties.
(g) The temporary parking of recreational vehicles or equipment within
th e driveway or front yard area shall be allowed for the purpose of loading,
unloading, washing, or general maintenance, for a period not to exceed
seventy - two (72) hours in any seven (7) consecutive day period, unless
otherwise permitted in subparagraph (c) above.
(h) At no time shall a recreational vehicle or equipment be used for
living, sleeping, materials storage or other purpose. No recreational
vehicle shall be permanently connected to water, gas, electric, or sanitary
sewer service.
(3) Screenin g Standards: Visual screening in the form of a fence or live
plantings shall be provided where the recreational vehicle or equipment placed in
the side or rear yard area is visible from adjacent and abutting properties or
public streets, except in the are a used for access to off - street storage areas.
(a) Fences shall screen the maximum amount of the recreational
vehicle or equipment possible while meeting other requirements of this
Ordinance.
(b) Live plantings shall screen a minimum of fifty percent (50 %) of the
length and fifty percent (50%) of the height of the recreational vehicle or
equipment, at the time of planting. Plant materials shall be selected to
screen the entire length and height of the recreational vehicle or
equipment at full maturity.
S ECTION 4. This Ordinance shall be in full force and effect on April 1, 2004 and
after its passage and publication.
