A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. EXCLUSIVE USE PERMIT
Request permission to grant approval to the Otter Street Fishing Club for the exclusive
use of the two large docks in Menominee Park from 12:01 a.m. on June 13, 2003, to 6:00
p.m. on Sunday, June 15, 2003, for the purpose of running Walleye Fest 2003, in
accordance with the attached letter of request.
3. FOURTH OF JULY PARADE
Request permission to grant approval to the 2003 Fourth of July Parade Committee to
utilize city streets and facilities on Friday, July 4, 2003, from 7:30 a.m. to 12:00 noon, for
the Fourth of July Parade, in accordance with the attached letter of request.
4. POLKAFEST II
Request permission to grant approval to the Grand Opera House to utilize Opera House
Square on Friday and Saturday, June 6 and 7, 2003, and to close Market Street, from
Algoma Boulevard to High Avenue, on June 7, 2003, from 2:00 p.m. to 8:00 p.m., for
PolkaFest II, in accordance with the attached letter of request.
5. CELEBRATION OF LIGHTS
Request permission to grant approval to the Oshkosh Celebration of Lights Steering
Committee to utilize Menominee Park and facilities in the evenings from November 26,
2003 through January 3, 2004, for the Celebration of Lights, in accordance with the
attached letter of request.
6. OUTREACH FESTIVAL
Request permission to grant approval to Joshua's Mission, Inc. to utilize Opera House
Square on Saturday, May 17, 2003, from 10:00 a.m. until 4:00 p.m., and that Market
Street be closed on said day, from Algoma Boulevard to High Avenue, from 8:30 a.m. to
5:00 p.m., for an Outreach Festival, in accordance with the attached letter of request.
7. SPIRITFEST 2003
Request permission to grant approval to Spiritfest 2003 to utilize Menominee Park and
facilities on Saturday, August 23, 2003, from 9:00 a.m. to 10:00 p.m., for their Spiritfest
Festival, in accordance with the attached letter of request.
8. BREWS N' BLUES FESTIVAL
Request permission to grant approval to the Oshkosh Jaycees, Inc. to utilize Riverside
Park and facilities on Saturday, July 12, 2003, from 12:00 noon to 6:00 p.m., for their 8th
annual Brews N' Blues Festival, in accordance with the attached letter of request.

Dear Sir,
The Otter Street Fishing Club is the sponsor of Walleye Fest
2003, held at Menominee Park on June 13, 14~ & 15. Each year we
have encountered problems with access to the two large docks in
the park. Boats tied up at those docks remain there and prevent
access by the over 300 boats registered for the tournament. We
are informed by the police department that the current ordinance
allows boats to remain at these docks up
to 18 hours.
We would like to request the City Council to grant an exclusive
use permit to the Otter Street Fishing Club for these docks from
12:01 am on June 13th until 6 pm Sunday~ June 15th for the
purpose of running this event. The Fishing Club has contributed
half the funds to construct these docks and would greatly
appreciate their exclusive use during these three days. We thank
you for granting this request last year and ask your
consideration again this year. Also a copy of the permit (if
granted) for on site use is requested.

Re: 2003 Fourth of July Parade
This is to inform you that you are invited to participate in the Oshkosh Fourth of
July Parade to celebrate Oshkosh's Sesquicentennial ,Anniversary. You are asked to
ride or walk, whatever your preference. If you do prefer to ride, you must provide your
own vehicle and have the appropriate signs placed on it. There will be a "City of
Oshkosh" Float entered that perhaps you would like to align with. Please let me know.
Attached is the application for participation in the parade. This form MUST be filled
out and signed by every participant for insurance purposes. Please return your
application as soon as possible.
The parade line-up starts at 7:30 AM with the parade beginning at 9:00 AM. The
line-up area will be on Otter Avenue between Main Stl and Court St. The parade route
will be on N. Main Street from Offer to Irving Avenue, then east to Menominee Park.
You are all invited to be the guests of the Oshkosh AMVETS Post 7 after the parade for
refreshments and a band concert, played by our own VFW Band.
This request is also to have you approve the transfer of the $5,000 funds set
aside for the parade, into the parade account. The account is with Oshkosh Central
Credit Union. You are free to examine the contributions and expenditures at any time.
The proper permits have been requested from the Police and Sheriff's
Department, as well as the notification of the Fire Department. Channel 10 will tape
and broadcast the entire parade.
If you have any questions, or would like to make a personal donation to the 2003
4th of July Parade, call me at 231-4590 (office) or 235-1866 (home).

The grand finale to the Grand Opera House's season is PolkaFest II on Saturday, June 7, 2003, from 2
p.m. until approximately 8 p.m_ We would ve~ much like to hold the event on Opera House Square
and, thus, need official permission to use one of your fine parks. Set-up time would likely be the day
before, in the park only.
The PolkaFest II event will include
· Tent for 600 patrons, with exact location to be determined with your guidance
· Dance area, perhaps on Market Street
· Fenced-in area
· Close offMarket Street, for safety
· 2 polka bands, K!CK and Meisner Magic
· Activities for families
· Food sales
· Liquor sales (beer and wine), sold by The Grand's licensed personnel
We respectfully request city approval for the use of the park, a one-day specific liquor license and a
portable track band shell. Do we need an additional permit to sell food?
Being new to this process, I ask for your guidance in how to best manage this event. After all, we want
everyone to enjoy the event itself, but we also want to keep them safe and to protect the park.

Dear Mr. Wollangk:
Please accept this letter as a request for penmssion for the Oshkosh Celebration of Lights steenng committee
(operating as the non-profit corporation Friends of Oshkosh Parks, Inc.) to use Menomniee Park for the second
annual Celebration of Lights, The Celebration is scheduled for the evenings of November 26, 2003 threngh January
3, 2004.
It has l~en just over two months since the conclusion of the inaugural Celebration, and we are still overwhelmed
with the positive community response to this new event. As I mentioned in my letter to you in Janua~, we counted
9.760 vehicles passing through the celebration, and estimate that those vehicles carried more than 29,000 visitors.
I'm also happy to revisit an exit survey of passengers of 395 vehicles that showed 29 percent of those visitors came
from outside of the three Oshkosh-area Zip codes Givan our objeetives to provide holiday family entertaimnent
and attract om-of-town visitors_ we are exceptionally pleased at such significant progress in just the first year. We
were also extremely happy with the success of our food drive, which resulted in 14,000 pounds of donated food.
For the 2003-2004 Celebration we are planmng to continue and build upon those successes. We will arid more
freestanding displays (a number are already on order,) light more trees, light additional buildings, and continue to
have Santa visits for children through Christmas. We are looking into hosting a number of new special events for
this year to coincide with the Celebration, and are also considering a local contest to desig~a some of our lighting for
this year.
We will continue the successful free-admission community nights this year. Pending the avallab/lity of sponsors to
underwrite an additional night, we will be expanding the community uight count to four during the mn of the
Celebration th/s year.
We are honored to have brought this new family event and tourism draw to Oshkosh, and look forward to building it
for our commumty's benefit each year. As we mentioned in our earliest contacts with the Council_ once the
Celebration has obtained the momentum from approximately two or three years of existence, we continue to plan the
step of returning grants to the community, including the Cit~ of Oshkosh Parks Department.
We are looking forward to the second year of the Celebration of Lights, and hope the City will continue to embrace
this beneficial community event

Dear Tom,
We've been involved in discussions about this years Spiritfest for awhile now and
the excitement is building. As in past years, I look forward to working with you and
your staff. They never fail to impress me with their attention to detail and their
willingness to do what is necessary to get the job done. I don't mean this as idol banter
either. Every year these people have saved me from messing up on one small detail or
another. They are a dedicated group that are to be commended.
YXIHAT IS SPIRITFEST AND WHO ARE ITS BENEFACTORS
Spiriffest, as in previous years will be done under the covering of Calvary Chapel
of Oshkosh. Our operating budget comes from a combination of private resources with
whatever assistance can be raised from various commercial entities in the form of
discounted products, or sometime the donation of a product. This far we have not
resorted to having any commercial entity with a large presence as a financial backer,
although we wouldn't be opposed to such if a compatible one were found.
All proceeds above expenses will be given to Discovery Native Ministry. Discovery
is a ministry that operates under the umbrella of Youth ~(]ith A Mission. Its function is to
minister to, train, and evangelize native people. Discovery has been known to have
outreaches to Native Americans on many different reservations in the U.S. and Canada.
It is now homebesecl on the Lac Courte Orielles Indian Reservation in Hayward,
~0(]isconsin. All the ministries mentioned above, are incorporated not for profit and their
articles of incorporation are on file with the State of ~(/isconsin.
OBJECTIVES OF SPIRITFEST
· To serve the Christian community, of the Fox Valley by providing a day of music,
fun and food for any that would like to participate
· To raise public awareness of the unmet needs of the Native American People
Spiritfest2003
· To raise money by the sale of brats, burgers, soda, and roasted corn, for A ministry
Native Americans '
· To give several local Christian bands an opportunity to showcase their god given gifts
· To provide the Community of Oshkosh incentive to utilize the many resources
provided at Menominee Park
· To provide the public with an alcohol free event
HISTORY
1998
Spiritfest has had its trial run in 1998 in the parking lot of Calvary Chapel located
at 824 E.Parkway Ave. Due to our inexperience running a public music event it was
thought that we needed to experiment and get a feel for what to expect before we took
our event to a public park.
LVde had 6 different groups perform through out the day its first year. Lvdith short
notice and minimal publicity, we feel that as many 250 people may have attended at
different times, many coming to see a particular group and leaving after that group
finished. LVde raised ~1000.00 that day through the sale of food and soda along with
free will offerings.
1999
1999 was our first year in Menominee Park and we had two more bands and
included a puppet show. The overall attendance was about the same as 1998 with less
money spent on publicity, due to budget constraints. Though it was our second year l
feel it was still a pioneering experience being our first year in such a high traffic area

board received a good report on our 1999 event

As the date for the 2000 event got close, I felt that as the events main organizer I
had done a poor job of organizing the event in a manner that would bring about
improved results over the event of 1999. The decision was made to cancel the event
until a time that more resources could be used in the planning and facilitation of an
event that had an opportunity to exceed the event of the previous year.
2001
Some said we were baptized as an outdoor event because we endured rain off
and on throughout most of the day. At days end, food sales were near equal to the
previous year. Freewill donations had made a significant increase as well. We tend to
measure success in terms of hard numbers, specifically how many people came and how
much money is raised. Even though we didn't perform financially as well as we had
hoped we look at 2001 as success, and were thankful to have done as well as we did.
2002
2002 was our first year in the Kiwanis shelter house and we hope we never have
to be without that shelter again. Our new location provided a setting that was
considered by all to be a very pleasant place to spend a day. Many commented on the

serene backdrop provided by Millers Bay. It was our first year with our Kid's Carnival
and it was received well and many people walking by enjoyed the puppetshow. %YJe-feel
that the crowd was manageable and were pleased with the outcome of the event.
2003
This year Spiritfest will be on August 23. ~Ue propose to use Menominee Park
again this year. Music will begin at 12:00 noon and with the park boards permission, will
run till 10:00 P.M. V,'e have the benefit of the Kiwani's shelter house this year so we will
locate ourselves in the area surrounding that shelter. YUe've been fortunate to get use of
the Showmobile and we will position that to the VJest of the Kiwani's shelter facing the
East. A detailed site plan will be forth coming. As in the past we plan on having music
to suit a variety of musical interests. Specifically, Gospel Bluegrass. Rock & Roll, and
Rhythm & Blues.
We seem to be building in the area of children's activities with a face painting
clown, puppet show, and kids carnival. ~v~e would like to inquire about offering
discounted rates on the parks rides for people attending Spiritfest.
In the past we've never had crowd sizes that should cause a concern. V,;e have yet
to have an incident of unruly behavior. Our crowds seem to vary throughout the day.
Some coming to see a particular band, some coming out of curiosity spending a short
period of time, and taking in park attractions in between. It would be unusual to have
more than 350 people congregate at one time, and feel that would be a manageable size
crowd if past years are any indicator in terms of crowd behavior. Our efforts to project
revenue historically have failed, I believe I can state based on history that it would be
most unusual for us to take in more than 2000 dollars total after expenses. LYe would
like to be less income driven and focus first on serving the community by providing a fun
day of food and music in an alcohol free environment. No admission is charged,
although we provide boxes to put a freewill offering if desired. Our main focus is to
serve the body of Christ, it is our hope that none would be prohibited from attending
for lack of funds. We trust the financial details to fall into place as a result, with any and
all finances above expenses going to Discovery Native Ministry.
In closing I ask that you give consideration to the following concerns for this years event.
· In the past we have used the attractions of Menominee Park to Market Spiritfest.
Tom mentioned offering discounted rides for Spiritfest attendees. Can we work on
making this happen this year?
· The Parks department has billboards placed throughout the city. Spiritfest is run on a
very small budget, therefore advertising is hard to come by. Could all the Parks
departments billboards be dedicated to Spiritfest for the week from Aug 18 through
Aug23

Dear Mr. Wo[langk,
The Oshkosh Jaycees would like to request permission to utilize Riverside Park and its
facilities for the Brews n' Blues festival. The Jaycees will be hosting this 8th annual
event on Saturday, July 12, 2003 from noon to 6 pm.
This is a highly successful fund raising event for the Oshkosh Jaycees. The emphasis is
on the sampling of craft brewed beer from regional and microbreweries from
Wisconsin and the Midwest, while enjoying a live blues band. The Jaycees will provide
food concessions. For the cost of a ticket, the individual receives a commemorative
sampling glass to use to sample the various beers, while learning about brewing and
the different types of beer from the brewers.
The park will be fenced in similar to Waterfest. The only entrance and exit will be on
the east side by the Parking lot.
Since this event is for those aged 21 and older, an I.D. will be required to redeem their
ticket for the commemorative glass and wristband. Brewers will be instructed to serve
only those with the wristband and sampling glass, and to inform us if there are
individuals without these two required items.
Proceeds from this, as well as all Oshkosh Jaycees' fund raising events will go back
into the community. Programs that benefit will include: Big Brothers and Big Sisters,
the Christine Anne Center, and the Boys and Girls Club.
