REGULAR MEETING held Tuesday, March 11, 2003 at 6:00 p.m. in the Council
Chambers, City Hall.
Mayor Hintz presided.
PRESENT: Council Members Jon Dell'Antonia, Frank Tower, Paul Esslinger, Mark
Harris, Shirley Mattox, William Castle, and Stephen Hintz
ALSO PRESENT: Richard Wollangk, City Manager, Warren Kraft, City Attorney,
Pamela Ubrig, City Clerk, and David Patek, Director of Public Works
Council Member Dell'Antonia read the Invocation.
The Pledge of Allegiance was led by Jordan Peebles and Evan Lehmann from Carl
Traeger Elementary School; and, Abby Gracessa and Dani Sobralski from Carl Traeger
Middle School.
A proclamation was presented by Mayor Dell'Antonia declaring March 2003 as
“A merican Red Cross Month” in the City of Oshkosh.
Mayor Hintz presented a law enforcement plague in recognition to the national re -
accreditation to Chief Erickson and Lieutenant Greuel.
Mayor Hintz presented Mr. Wollangk with a plaque for being a direct d escendant of the
Ganzer family, a life long Oshkosh family.

The Mayor ordered the following Public Hearing:
Amend Floodplain Zoning Ordinance: Adopt Revised Flood Insurance Rate Maps
& Flood Insurance Study
There were no appearan ces and the Public Hearing was CLOSED.

Ken Bender, 806 Oak Street, expre ssed his concerns with parking availability during
the farmers market.
The bills were presented in the amount of $5,586,992.01.

Mayor Hintz explained the redevelopment authority.

ITIZEN TATEMENTS
Dan Lynch, 310 S. Eagle Street, stated he had contacted the school liaison officer
regarding underage smoking near the high school on the west side of tow n.
Ken Bender, 806 Oak Street, expressed his concern that businesses were leaving the
downtown area and with actions of the inspectors office.
Steve Bender, 810 Hawk Street, thanked Luther Homes of Oshkosh for their payment
to the city in lieu of taxes.
Larry Spanbauer, 834 Eckardt Court, spoke on behalf of the Sesquicentennial
celebration and the various displays in the community. He explained the activities that
would be going on.

OUNCIL EMBER TATEMENTS
Council Member Esslinger expressed his conc erns regarding the negative publicity of
the inspector’s office and felt both sides need the opportunity to address the issues.
Mr. Kraft responded.
Council Member Dell'Antonia explained that the rotary clubs of the community and
several businesses were donating a clock to be placed in the Grand Opera House
Square.
Council Member Mattox stated there was a presentation on Channel 10 by Matt Tucker
from the Planning Department explaining the parking of recreation vehicles. She
reminded citizens to be awar e of pedestrians and crossing guards in the school zones.
She mentioned various events that were taking place in the city. She also reminded

citizens of the upcoming debates and the Spring Election on April 1 .

Council Member Harris expressed his concern regarding the traffic between Witzel
Avenue and Westhaven Drive with the new Wal - Mart Superstore opening. He also felt
with the Town of Algoma agreement it was important to plan in advance for the fu ture
development of the area.
Mayor Hintz explained that the agreement between the City and Town of Algoma was
signed regarding future boundary limits.

Mr. Wollangk stated there would be a workshop following the Council Meeting on
March 25, 2003 to discuss the Oshkosh Humane Society.
