BILLS It is recommended that the bills, as audited and presented by the Director of Finance, be approved for payment. 2. SAWDUST DAYS FESTIVAL Request permission to grant approval to the Sawdust Days Committee to utilize Menominee Park and facilities on Sunday, June 29 through Tuesday, July 8, 2003, from 6:00 a.m. to 11:00 p.m., for the Sawdust Days Festival, in accordance with the attached letter of request and memorandum from Parks Director Tom Stephany. 3. SHRINE BOWL PARADE Request permission to grant approval to the Wisconsin Shriners to utilize city streets and facilities on Saturday, July 19, 2003, from 3:00 p.m. to 4:00 p.m., for the Wisconsin Shrine Bowl Parade, in accordance with the attached letter of request. 4. AMERICAN CANCER SOCIETY BREAST CANCER AWARENESS RUN/WALK Request permission to grant approval to the American Cancer Society to utilize city streets and facilities on Saturday, October 11,2003, from 9:00 a.m. to 12:00 noon, for the American Cancer Society Breast Cancer Awareness Run/Walk, in accordance with the attached letter of request. 5. REDEDICATION OF SOLDIERS' MONUMENT Request permission to grant approval to the Oshkosh Public Library to utilize Opera House Square and facilities on Saturday, April 5, 2003, from 8:00 a.m. to 4:30 p.m., and that Market Street be closed, from High Avenue to Algoma Boulevard, for the event from 2:30 p.m. to 4:30 p.m. It is also requested that High Avenue be closed, from Brown Street to Main Street, on said day, from 2:45 p.m. to 3:10 p.m., to accommodate a parade, and that the City Hall parking lot be utilized to assemble for this event, in accordance with the attached letter of request. As you are aware, I have participated in the Sawdust Days History Camp in the past and have been able to monitor activities throughout the park during the entire week. I believe the festival is well-organized and few problems occur considering the magnitude of the event. I would like to ask that the request be added to the City Council agenda for consideration and approval. Box 436 · Oshkosh, WI 54903-0436 · Phone/Fax (920) 235-5584 Tom Stephany Director of Parks City Hall 215 Church Ave Oshkosh, WI 54902 January 31,2003 Dear Mr. Stephany: The Oshkosh Sawdust Days Committee would like to submit our formal request for the use of Menominee Park for the 2003 festival which will run Wednesday, July 2nd through Sunday, July 7, 2003. Would you please reserve the shelters as we have used them in the past? The committee is working diligently to make this an exceptional event in honor of Oshkosh's Sesquicentennial celebration. Tip Top Shows will begin arriving, Sunday, June 29~ to begin general set-up. At this time, we would like to close off a portion of the parking lot east of the lighted ball diamond. We wilt begin closing off Pratt Trail at the Parkway Avenue intersection, restricting some traffic from Irving and Hazel and closing it to the public probably by June 30m. We will work with you regarding the open areas for boaters. Sawdust Days will begin setting up June 30m and will complete tear down on July 7th, 2003. The hours for the festival and Tip Top show would be as usual, music off by 10:30 PM but the ddes will sell tickets until 11:00 PM. When a schedule has been developed we will submit it with specific hours for opening each day. Our Historical Village would like to use the same area along the water near the point and the pump house. The participants and public never seem to get over the beauty of our park and the enjoyment they receive from our living history. This will enable us to keep the major portion of the park open to the public and allow closer parking for them. Since we like to keep the park dear for the public, the re-enactors request permission to park their support vehicles on the grass north of the lighted ball diamonds, east of Webster Stanley School. That area worked out very well in the past and created no difficulties. We would like to have permission for street parking as in previous years. The committee will be in charge of the History Village so that stdct guidelines for care and cleanup of the grounds will be dgidly enforced. We will work closely with you and the city regarding any of the particular details required to address this issue. There are some special concerns that have come to the Sawdust Days Committee, we would like to address each waiver in and attempt to prevent misunderstandings. The committee for the re-enactors would like to request an open rites permit. They are very cautious and use well contained fires for cooking and demonstrating their way of life. The sod is removed and replaced so the area will remain intact when they leave. A few of the history vendors use souvenir glass bottles which are to be refilled with beverages such as root beer or sassafras. , We would like to request a waiver of the glass bottle ordinance for the re-enactors; other vendors would have to adhere to the ordinance. The rc cnactors will be staying in their lodges or tents, vendors and Tip Top employees by necessity will have to stay in the park overnight so we would like to request a waiver of the overnight camping ordinance. We plan to post signs stating, "Camping By Permit Only". The other issue brought to our attention would be a waiver for dogs in the park with certain stipulations. Owners would have to have proof of rabies, be instructed where to walk dogs, dean up after them, and keep them on a leash or inside. They will also be supplied with some type of identification to indicate they are owned by participants of the festival. The plans for the July 4th parade are preogressing well, the parade committee feels much more confident because of the support they have enjoyed. Doc Sonnleitner is coordinating that committee and I'm sure they will have a great parade. The committee would like to thank you and the Common Counci! for all the help and cooperation we have received to make this community festival a success. We look forward to working with you again this year. The changes and additions have been well received by the public and we shall continue to strive for an even better festival. We are once again requesting the use of city streets and facilities for our Wisconsin Shrine Bowl Parade to be held on Saturday, July 19, 2003, from 3:00p. m. to 4:00p. m., in downtown Oshkosh. We will assemble on the comer of Irving and Main and proceed south on Main to Ceape Street where we will disband. We are hoping the Council will again be able to cooperate with us for another successful Wisconsin Shrine Bowl weekend. Box 1130 Oshkosh, WI 54903-1130 Dear Mr. Wollangk, On behalf of the American Cancer Society and our volunteers, this letter is to request approval by the Oshkosh City Council for the American Cancer Society's 3~a Annual Breast Cancer Awareness Run/Walk. The mn/walk will be held on Saturday, October 11, 2003 beginning at 9:00 a.m. This event has been held in Green Bay for the past 10 years and has proven to be a huge success by creating community awareness and raising funds to help fight breast cancer. We are in the process of updating our route map, but are looking at a similar route as the past two years. I will submit a finalized route plan as soon as it is finished, but would again appreciate input from Sergeant Thompson. Nearly 1.3 million Americans are estimated to be diagnosed with cancer this year, and 11,000 are expected to die from the disease in the state of Wisconsin alone. With your help, we plan to change these figures and save lives. Your American Cancer Society has set the following aggressive goals for the year 2015: 1) Reduce cancer incidence by 25 percent. 2) Reduce cancer mortality by 50 percent. 3) Measurably improve the quality of life for cancer patients and their families. We will achieve these goals by funding Research to find a cure, Education for cancer prevention and early detection, Advocacy to enact laws in support of cancer related issues and Service to help patients through their journey. We have already begun to reduce cancer incidence and mortality, and we have funded 32 Nobel Laureates to date. Together, we are making a difference. The American Cancer Society is the largest volnntary health organization in the world. We appreciate your consideration. I would like the Square to be reserved for our use all day on Saturday until the conclusion of the 3:00 p.m. ceremony at approximately 4:30 p.m. I would like Market Street to be closed for the event as was done for the dedication of the Square in 2002. The street closure for the safety of the people assembling would only be necessary from 2:30 p.m. to 4:30 p.m., to avoid inconveniencing the businesses. The participants would like very much to assemble in the City parking lot between High and Pearl and march down High Avenue to the Square. This would be facilitated by the closure of High Avenue to traffic between Brown Street and Main Street from 2:45 p.m. to 3:10 p.m. on Saturday, April 5. Please consider this my application for a parade permit. I have arranged for the re-dedication ceremony to be conducted by "Old Abe" Camp #8 Wisconsin Department of the Sons of Union Veterans of the Civil War and for a standing circle concert by the 1st Brigade Band, which performs music of the era on period instruments. Local dignitaries and the public will be invited to participate in the event. The ceremony will begin at 3:00 p.m. and last approximately one hour. It will be followed by a reception at the Oshkosh Public Library. After the return of the sculpture from restoration in the winter of 2001, a ceremony was delayed until after the completion of construction of Opera House Square. It then became possible for us to take advantage of presence of the 1st Brigade Band in Oshkosh for the Sesquicentennial Ball on Saturday evening. Their willingness to participate will make the event very special. Costs of the event are being borne by the Hicks Fund and the Friends of the Oshkosh Public Library.
