ON THE WATER
REGULAR MEETING held Tuesday, January 14, 2003 at 6:00 p.m. in the Council
Chambers, City Hall.
Mayor Hintz presided.
PRESENT: Council Members Mark Harris, Shirley Mattox, William Castle, Jon
Dell'Antonia, Frank Tower and Stephen Hintz
EXCUSED: Council Member Esslinger
ALSO PRESENT: Richard Wollangk, City Manager, Pamela Ubrig, City Clerk, Warren
Kraft, City Attorney and David Patek, Director of Public Works
Council Member Harris read the Invocation.
The Pledge of Allegiance was led by Daniel Nelson and Deidre Zerbe from Franklin
Elementary School; and, Bret Meier and Stephany Wenzlaff from Trinity Lutheran School.
PUBLIC HEARING
The Mayor ordered the following Public Hearing:
Final Resolution Vacating Portion of Marion Road at its intersection with Wisconsin
Street
There were no appearances and the Public Hearing was CLOSED.
Consent Agenda
The minutes of the December 23, 2002 meeting were presented as written.
The Report of the City Manager was read.
Bob Poeschl, 504 W. Irving Avenue, representing the Martin Luther King Jr. March,
explained the event and was present to answer questions of the Council.
Council Member Tower expressed his concerns regarding the street being closed
during such a busy time.
Council Member Mattox expressed her concerns regarding safety and traffic issues.

Council Member Dell'Antonia questioned if there were alternate routes available.
Council Member Harris stated his concerns regarding the traffic on Algoma Boulevard
and it's cross traffic. He also questioned if Algoma Boulevard had been closed on a
weekday.
Mr. Wollangk responded.
Brian Poeschl, 532 W. 18th Avenue, urged Council to support the march. He also
questioned the time for the Waterfest series.
Mr. Wollangk responded.
Council Member Tower offered an amendment regarding the time the march would take
place in observation of Martin Luther King Jr.
The bills were presented in the amount of $19,258,4(50.09.

Public Agenda Discussion
Ordinance 03-12 Approve Traffic Regulations
Brian Poeschl, 532 W. 18th Avenue, expressed his concerns regarding the decrease of
parking on streets and felt it encouraged speeding.
Ordinance 03-13 Approve Brayton Annexation
David Ames, representing Waukau Storage, expressed various concerns and burdens
the annexation would cause the property owner.
Council Member Mattox questioned if the developer paid for the economic cost would
Waukau Storage be willing to be part of the annexation.
Ordinance 03-14 Amend Building and Plumbing Codes
Steve Bender, 810 Hawk Street, expressed his concerns regarding various changes to
the codes.

Citizen Statements
Ken Bender, 806 Oak Street, expressed his concerns regarding storm water run off.
Brian Poeschl, 532 W. 18th Avenue, stated his concerns regarding the parking of
recreation vehicles.
COUNCIL MEMBER STATEMENTS
Council Member Dell'Antonia thanked the Celebration of Lights committee. He also
explained that the Otter Street Fisheree would be exempt from the scale fees.
Council Member Mattox explained that community events would be posted on the
internet. She also thanked a citizen for their letter to the editor on the positive outlook
of downtown Oshkosh.
Mayor Hintz explained how the city recruits and retains businesses and the role of
CHAMCO. He also stated this is the start of the Girl Scout cookie drive.
Whatever Else is Pertinent or For the Good of The City
Mr. Wollangk explained there would be a workshop to discuss the proposed recreation
vehicle/equipment ordinance after the next Council meeting. He also stated the Annual
Report would be delivered the 2® Wednesday of February.

TO SECTION 19.85(1 )(e) OF THE WISCONSIN STATE STATUTES.
