HomeMy WebLinkAboutItem IX MEMORANDUM _____________________________________________________________________________________________________ TO: Plan Commission FROM: Mark Lyons, Planning Services Manger DATE: May 10, 2023 RE: APPROVE RULES FOR PUBLIC COMMENT ON PLAN COMMISSION ITEMS BACKGROUND On the March 21, 2023 Plan Commission meeting, members of the Plan Commission requested the Plan Commission hold a workshop to discuss rules pertaining to public comment on Plan Commission items. Subsequently, the Plan Commission held a workshop on April 18, 2023 to discuss the matter further. As a result of that workshop, City staff worked with Attorney’s office to draft the following language, which would be added to all future agendas. The applicant and members of the public may speak to any item before the Plan Commission. Unless an exception is made by the commission, the following rules will apply. The applicant will be given up to 10 minutes to present any information that they wish the Commission to consider. Thereafter, members of the public will be given up to 5 minutes to address the specific item before the Commission for consideration. Members of the public may only speak once per item. No person shall make irrelevant, unduly repetitious, offensive, threatening, slanderous, defamatory, or obscene remarks or act in such a manner as to disrupt or disturb the orderly conduct of the meeting, including handclapping, stomping of feet, whistling, shouting or other demonstrations. If adopted by Plan Commission, the above language will be added to the formal agenda for all Plan Commission meetings. Staff recommends adoption of the proposed rules. Page 2
