Oshkosh, WI 54902 (920) 232-5300 (920) 232-5307 FAX OSHKOSH COMMITTEE ON AGING (COA) MINUTES April 4, 2023 A.) Ms. Richey called the meeting to order at 8:00 a.m. B.) PRESENT: Judy Richey; Mike Ford; Pat Jirovetz; Bryn Ceman; Julie Kiefer; Cynthia Thorpe; Julie Maslowski; Julie Davids; Ally Ford EXCUSED: Joanne Murphy Spice; Heidi Basford-Kerkhof ABSENT: STAFF: Jean Wollerman, Senior Services Manager; Bobbie Nagler, Office Assistant C.) APPROVAL OF MINUTES: March 7, 2023 minutes approved as written: Mrs. Kiefer moved to approve the minutes as written; Mrs. Maslowski seconded; ALL IN FAVOR, Motion carried (9) to accept the minutes as written. D.) CITIZEN COMMENTS ON AGENDA ITEMS: NONE E.) PUBLIC COMMENT ON AGENDA ITEMS: NONE F.) PRESENTATION: a. Aging Disability Resource Center, Specialized Transportation Committee and Community Advocate for Accessibility-Rob Patterson-Mr. Patterson stated when riding on the bus system a rider must be prepared to adjust their time (as time pickup/drop-offs are approximate) and riders have to be mobile. He explained that Route 10 (Oshkosh to Neenah) had changes as of Monday, April 3rd. He stated UWO withdrew their funding as it was not feasible and Winnebago County and the City of Oshkosh are conducting a piolet program to find the fasted route from Oshkosh to Neenah. G.) OLD BUSINESS: None H.) NEW BUSINESS: Ms. Richey explained, during new business anything that may include discussions, therefor moving forward New Business will be removed from the agenda. Mr. Ford announced April 12 from 12 pm to 1 pm; Ray Taffora, UW Madison Legal Council will be discussing Open Meetings and Open Records Laws and will be virtual. I.) OTHER BUSINESS: a. Mrs. Wollerman; Friends of the Oshkosh Seniors Center (FOSC) will be offering a free shred event, May 20 from 9 am to 11 am, at 234 North Campbell Rd (Seniors Center North Building). Mrs. Wollerman shared what can and cannot be shred. She stated the FOSC will be having their Food Truck Friday event happening in June, more information at the May meeting. b. Mrs. Keifer announced Learning in Retirement is offering a special membership for, usually the membership coincides with the school year, however; joining now would include all of next year. c. Mr. Ford reminded everyone to vote today. He state April 10 at 6 pm there will be a public meeting regarding the development on Butte des Morts Drive. d. Mrs. Maslowski explained each month Carmel organizes a Veterans Coffee, this month it will be held at the Residents of Oshkosh (See Attachment A-Veterans Coffee). She stated starting on April 20th there will be Tai Chi held at Carmel, with Joanne Murphy Spice. e. Mrs. Davids announced, Fox Valley Memory Project would hold a fund raiser on April 18 at Waverly Beach. f. Mrs. Ceman Empower Caregiver Community (See Attachment B-Empower Caregiver Community); She stated there is an opening for the State Aging Advisory Council (See Attachment C-Application for State Aging Advisory Council). g. Ms. Richey stated there was recent news reporting regarding how scammers spoof numbers. She stated they use a method called spray and pray. h. Mrs. Thorpe stated she had the opportunity to serve on Menominee South Neighborhood association and will be celebrating their 10th anniversary. Mrs. Thorpe stated the Oshkosh Healthy Neighborhoods Association (OHNA) was She explained the Good Neighborhood Grant, regarding curb appeal beautification; resident must pay the first $250.00 and live within one of the recognized neighborhoods to receive a grant for $750.00, must provide before and after pics and receipts. Starts April 15 through June 15th. Mrs. Thorpe explained Menominee South, for four days in May, Rock the Block in collaboration with the City, habitat for Humanity and GO HNI, will do a neighborhood facelift, with no requirements and have a dumpster-another opportunity to clean up clutter in the area. She stated Rock the Block has $20,000 to help take down trees. i. Mrs. Jirovetz stated last month was national gambling screening day. j. Ms. Richey stated Joanne Murphy Spice will be teaching some classes at the Altrussa Conference in May. k. Mrs Ford, nothing to report l. Ms. Richey stated the State of the City was a great evening with slides and speeches, she stated there were not as many as Boards and Commissions there; Mr. Ford stated Council Member Miller and Council Member Erickson were conducting a subcommittee to update and provide recommendations to the Council regarding boards and committees. Mr. Duerkop and Ms. Richey attended a meeting with Council Members Miller and Erickson along with City Manager Rohloff. He explained the committee would like to hear more from Council and Staff as to what needs are wanted, the committee focus is advocacy and education committee with a need for a strategic plan. He stated a suggestion made was to decrease the committee size. Ms. Richey replied the size now is workable. Ms. Richey explained that she and Mr. Duerkop are advocating to allow a speaker to present at a meeting with not quorum and conduct no business. Mrs. Ford questioned the process of developing a strategic plan; Mrs. Wollerman explained first, would be find funding with a facilitator. Ms. Richey stated there had been a discussion previously having Mr. Ford’s students conduct a strategic plan. Mr. Ford stated he has grad students working in that area and would be a good fit. Ms. Richey stated that several purposes cannot happen because the committee has no funding. J.) ADJOURNMENT: Mrs. Kiefer moved to adjourn at 9:08 am, Mr. Ford seconded, ALL IN FAVOR, Motion carried (9) to adjourn at 9:08 am.
