TRAFFIC & PARKING ADVISORY BOARD
MEETING MINUTES
Apr. 11, 2023

PUBLIC COMMENT
Chairman Hartman called the meeting to order at 4:00 pm and he explained protocol
for public comment. Roll call was requested and the Pledge of Allegiance was recited.
APPROVAL OF MINUTES
Chairman Hartman stated the first order of business was to approve the minutes from
the March monthly meeting. Dan Sciezinski made a motion to approve minutes as
written, seconded by Courtney Hansen.
Motion carried after roll-call vote.
OLD BUSINESS:
No Parking request (W. Ripple Avenue) - This item was carried over from the
March meeting due to additional data needed from the township representative since
the location is on a border. Jim Collins said he was notified from the Town
representative that they voted to restrict parking within their jurisdiction, therefore it is
recommended that the City restricts parking on the south side of Ripple Ave. Al
Hartman said this may be a temporary solution and the topic may need to be revisited
after the employee parking lot is complete to see if further action is needed.
Barry Perlman made a motion to approve the no parking request; seconded by Jim
Stapel. Motion carried after roll-call vote.

NEW BUSINESS:
Extend No Parking time on school days to 4:00 p.m. on Smith Avenue – This
Request came from Kobussen Buses Ltd. as a result of the dismissal time at Oshkosh
North being extended to 3:33 p.m. over the years but the no parking time was not
adjusted. They report that it is very difficult for their school buses to get around the
parked cars in this congested area. By extending the No Parking only until 4:00 p.m.,
this should not have an impact on parking for sporting or school events in the evening.
A motion was made by Jim Stapel to approve the request to extend the NO Parking to
4:00 p.m., seconded by Courtney Hansen. Motion Carried after roll call vote.
2022 Crash Analysis Report – Jim Collins worked with ECWRPC (East Central
Regional Planning Commission) using the Wisconsin Traffic Operations and Safety
Laboratory data to prepare the 2022 Crash Study report. Included in this month’s
meeting packet was the report and corresponding maps. The total number of
crashes in 2022 involved 1,305 motorists, 14 bicyclists and 13 pedestrians. The
second map displayed the top 10 intersection names involving crashes, including
five fatal injuries. The highest volume of accidents occurred at roundabouts which
in not unexpected and they are hard to improve upon. Roundabouts are also
difficult for bicyclists and pedestrians to cross. Jim said the purpose of this study is
to look for trends or possible areas that could use improvements. As an example,
the City spent a great deal of money to improve conditions for bicyclists and
pedestrians and added RRFBs (rectangular rapid flashing beacons) by 9th &
Washburn, 9th & Koeller and on Algoma by the university.
The third map in the meeting packet was a five year comparison of collisions on the
Jackson Street corridor (Murdock to Church Avenue) with the majority being rear-end
crashes which are gener less severe. Jim said he will continue to monitor this area.
There was an increase in distracted driving however not enough data to see a trend yet.
Jim Stapel asked if it also could be related to a specific time of day due to the increase
of people that only travel that corridor in the morning and evening. Jim Collins said he
will look into that theory further. Ross Wandschneider lives on Jackson and said the
other problems he observes is excessive speeds and loud motorcycles. He said it is
difficult to pull out of his driveway and has had several near-miss accidents.
Courtney Hansen said the intersection of Hwy 21 & Brooks Lane is a very
challenging area that she would like looked at if possible but isn’t sure about the
jurisdiction as it borders Town of Algoma. She also express concern with the
intersection of Hwy. 21 and Westhaven Drive. That area needs to be marked more
clearly; Bill Christianson agreed. Al asked if it is just Westhaven heading south;

Courtney stated yes, north is already marked. Jim Collins said he will ask his contact at
the State to see if it can be looked at again.
