1. Thank current board members who are retiring from the board after this meeting –
Dan S – 10 years and Ross Wandschneider – 6+ years.
STAFF STATEMENTS
Follow-up to the No Parking request on Ripple Avenue south side between
Oregon Street and Red Oak Court. Signage has been placed in this area. The
temporary no parking signage we discussed at the last meeting was placed by
Generac. Apparently, multiple cars have been hit by trucks turning in and out of
their driveways. Therefore; the board definitely made the correct
recommendation.
Follow-up on the 2022 Jackson Street crash study.
Question from last meeting: What time the crashes at the intersection of Jackson Street
and New York took place? See below for that information. There isn’t a definitive trend.

We also looked at the Front-to-Rear crashes in 2022 to see what the contributing actions
were. That information is below. There were 9 crashes usually with 2 driver
actions/movements per crash.

Follow up on speed limit signage on Wis. State Highway 21 east of Hwy. 41. I
asked WisDot’s traffic engineering division to look into this – see feedback below:
“There is a westbound 35 mph regulatory speed limit sign approximately 500 feet west of the
SB IH 41/WIS 21 interchange RAB. The next 35 mph regulatory sign is 650 feet west of the
WIS 21 and Omro Road RAB. These regulatory speed limit sign locations look appropriate.
The spacing distance are well within our TEOpS 2-2-13 spacing requirements for 35 mph zone
signs. It is very unlikely we could fit another 35 mph sign within this area due to existing sign
placement. This is a very common issue in and near interchanges. Normally our signing group
wants about a minimum of 100 to 200 feet between signs to provide adequate driver vision and
perception/reaction. Lots of signs, almost to the extent of a bit of sign clutter.”
Follow-up on the Intersection of Hwy. 21 and Westhaven Drive. WisDot has juristicion
on Hwy. 21 so we need to discuss any potential changes with them. Here is WisDot’s
traffic engineering division feedback:
“ The City of Oshkosh would have to work with WisDOT to potentially change the
intersection markings or lane configuration on Westhaven to ensure any signal detection
that exists would work with the proposed change. The southbound approach of Westhaven
only has about 50 vehicle per hour turning left (east) on WIS 21 during the PM peak hour.
That low volume does not justify the need for a left turn lane”
- At this time WisDOT would not do any centerline marking through the intersection to align
Westhaven. There is not a documented crash issue contributed to the alignment at this
time. Markings through intersections are also difficult to maintain as they get heavy abuse
from traffic and plows. So, without a crash history, markings would not be placed. Based
on this feedback, changes at this intersection are not recommended and would be extremely
difficult without WisDot support.
