I. Call to Order
Chair Margy Davey called the meeting to order at 6:00pm and a quorum was declared present.
II. Public Comment
Ms. Davey asked if there were public comments.
No public comments occurred
III. Approval of Minutes, February 6th, 2023
Mr. Osmond motioned to approve the minutes. Ms. Marone seconded the motion.
The board approved the February 6th minutes 7-0 (Osmond/Marone).
IV. Introductions for new board members
Ms. Davey introduced Megan LaFond and she shared why she wanted to join the SAB and why
sustainability is important to her.
V. Letter of Support for Urban Nonpoint Source and Stormwater Management Grant
Casey Canady from the Engineering Department explained that their department is hoping get
support from the SAB in applying for funding to prepare updates to the local stormwater
municipal code. He shared a brief description of what the code updates would achieve and why
this funding is important to accomplish those needed updates.
Mr. Osmond motioned to support the letter. Mr. Wojciechowski seconded the motion.
The board approved the motion 7-0 (Osmond/Wojciechowski)
VI. Oshkosh Ecological Restoration presentation from Michelle Bogden-Muetzel
Ms. Davey introduced Michelle Bogden-Muetzel and then she began her presentation.
Ms. Muetzel explained what this volunteer group accomplishes through the year and why what
they do is important. She touched on native plants, why Millers Bay in Menominee Park, what
a restoration site is, viewing areas, community engagement, and bird nesting boxes.
The board members asked a couple questions regarding the Millers Bay site and thanked Ms.
Muetzel for her presentation.
VII. Native Plant Brochure
Ms. Davey presented the new Native Plant Brochure and went over the edits that were made
and resources that were added.
There was discussion regarding where this brochure will be shared, who can share, and
printing and funding details.
Mr. Osmond motioned to approve the brochure. Ms. Oliver seconded the motion.
The board approved the motion 7-0 (Osmond/Oliver)
VIII. No Mow May Resolution
Mr. Nielsen shared the No Mow May Resolution that staff was proposing, he shared that the
only difference from last year was to limit it to rear and side yards which would help mitigate
the number of phone calls and complaints staff gets in the month of May.
The board members discussed the proposed changes to No Mow May, the registration process
and where/how residents can do that, the pros and cons to addressing this on a yearly basis,
and public education opportunities.
Ms. Oliver motioned to approve this amended resolution. Amendment included removing rear
and side yards. Mr. Osmond seconded the motion. The board approved the motion 7-0
(Oliver/Osmond)
IX. Bird City – May 6th 2023 World Migratory Bird Day
Mr. Nielsen shared that this is a resolution that is done every year, and that we are looking to
recommend May 6th 2023 as World Migratory Bird Day in Oshkosh.
Ms. Davey announced that Bird Fest will be celebrated in Rainbow Park this year and shared
details pertaining to this event.
Mr. Spanbauer motioned to approve the resolution. Ms. Marone seconded the motion. The
board approved the motion 7-0 (Spanbauer/Marone)
