TO: Advisory Park Board
FROM: Ray Maurer, Parks Director
DATE: April 5, 2023
RE: April 10, 2023 Meeting
1. Presentation of Parks Department 2022 Impact Report from Anne Schaefer,
Marketing and Fund Development Coordinator
Department staff prepare an annual Impact Report for the City of Oshkosh Parks
Department to highlight what has been accomplished in the department each year.
A copy of the full report is included with your packets. Anne will give a brief
presentation to the Board at the meeting.
2. Discuss weekend shelter rental fees to include Friday beginning January 1, 2024
Through the process of reviewing surrounding municipality rentals, it was
discovered that the majority that have a weekend rate include Friday for the
weekend rate fees. Given the popularity of rentals on this day, staff have discussed
the option of adding Friday to the weekend rate in the City of Oshkosh for all
rentable shelters. Currently, the weekend rate rental fee for seasonal shelters is an
additional $10 plus tax and only applies to Saturday and Sunday. Staff is
recommending that the weekend rental fee for the 4 seasons building be an
additional $50 plus tax. The Board will be asked to vote on this change to the fee
schedule, and if approved the new weekend rates designation would begin January
1, 2024 for all shelters.
3. Discuss and recommend rental fees for Lakeshore Park 4 seasons building
As work continues at the Lakeshore Park 4 seasons building, staff is asking the
Board to create a fee for building rentals. The building will be available for year
round rentals. The assembly room and patio area will hold a maximum of 150
people, and the building has a kitchenette with refrigerator, sink and prep area. The
rentals will have access to private restrooms and have exclusive use of the patio
space during rentals.
Staff has reviewed pricing for similar buildings in other municipalities and a
spreadsheet with this information is included with your packet. Staff is
recommending that rentals be permitted from 10am-10pm for full day rentals only.
Fees for rentals are recommended to be $200 per day for residents on weekdays and
$250 per day for residents on weekends. Non-residents would pay an additional $50
per day. Residency status means that the renter lives within the City of Oshkosh
boundaries.
Once recommended by the Board, the fee schedule will be considered by the
Common Council.
4. Discuss and recommend approval of Concession Stand Agreement for Red Arrow
Park Baseball Complex between the City of Oshkosh and Oshkosh YMCA
The Board will discuss approval of the Concession Stand Lease for Red Arrow Park
Baseball Complex between the City of Oshkosh and Oshkosh YMCA. This
agreement is essentially an extension of prior agreements. The Board is being asked
to recommend approval to the Common Council. Staff recommends approval.
