CITY OF OSHKOSH LANDMARKS COMMISSION
Minutes
March 8th 2023
PRESENT: Shirley Brabender Mattox, Paulette Feld, Gerald Jacklin, Sara Stichert, Kristopher
Ulrich
ABSENT: Bill Miller, Nikki Stoll Olthoff, Steve Cummings
STAFF: Jeffrey Witte, Principal Planner
Meeting Minutes:
1) Call to Order
Ms. Brabender Mattox called the meeting to order at 3 pm. Approval of February 8th,
2023 Meeting Minutes.
There was one amendment to the Feburary minutes. Motion to approve the amendment
minutes by Mr. Ulrich and second by Ms. Stichert.
2) Public Comment
There was no public comment
3) Pending Permits
a. 411 N Main Street – This permit will remain pending until further
information is provided from the applicant. Restoration first followed by
wood window replacements is recommended by the Commission. We will
continue to work with the owner. Ms. Brabender Mattox and Mr. Witte met
with Laib Restoration to discuss the process for Historic Tax Credits and
window repair and restoration.
b. 1149 Algoma – This permit will is pending until the owner works with the
State of Wisconsin Preservation Office.
4) Historic Plaque Application
a. 1641 Jackson Street - application remains pending, looking for additional
information.
b. 427 W Irving Avenue – remove from agenda item. Plaque should come to the
City. Mr. Witte to work with the owner.

c. 413 North Main – Discussion about the 150 Anniversary Celebration, on
September 26th, 2024 honoring Lewis Hein. Mr. Krumrich supports these
efforts and wants to be a full participant in the celebration. Ms. Brabender
Mattox gave an additional history of the property. Ms. Brabender Mattox and
Ms. Stichert to cover the cost of the plaque.
d. 222 East Parkway Avenue – Efforts continue to contact the current owner and
let them know about the program to identify historic properties in the City of
Oshkosh.
5) Commissioner Statements
a. Oshkosh Herald Article – continued discussion about topics for articles were
discussed. Ms. Brabender Mattox is to write the article for this month titled,
“How do people know they are in a historic district and what does that
mean”, and “What are the benefits of being in a historic district”? Joshua has
two articles ready. Mr. Ulrich to write April’s article. “Architectural styles
are not just a character home”, using the example of Tudor Revival.
b. Ms. Brabender Mattox supported that historic properties be flagged by the
Inspections Department and forwarded for further review.
c. Mr. Jacklin commented that historic properties should be identified and non-
conforming ones be addressed with the City’s Inspection Department.
Commissioners discussed Historic District Design Standards and Guidelines.
d. Ms. Brabender Mattox and Mr. Ulrich supported making a list of locally
landmarked buildings. The discussion focused on a number of homes
including two Lustron homes in the City of Oshkosh.
e. Ms. Brabender to research porch railings and how it relates to the local
building codes.
6) Annual Report
The discussion revolved around questions that were asked as part of the
reporting for the Annual Report. Commissioner’s suggested that we highlight
the monthly articles in the Oshkosh Herald, historic tax credits at 907
Washington, one historic plaque, and a section 106 review of the new bridge.
Mr. Ulrich recommended using a digital photo of an Oshkosh Herald article in
the Public Outreach section of the Annual Report.

7) Building Permit Review
The commission reviewed the building permit at 1313 Washington. Replacement
windows are replacing existing vinyl windows.
