1. RECONSTRUCTION BEGINS FOR ARTHUR AVENUE, TYLER AVENUE, COOLIDGE
AVENUE, AND BAUMAN STREET: Construction on one (1) of the 2023 street
reconstruction projects is beginning. The general contractor for this project is PTS
Contractors, Inc. (PTS). PTS plans to start construction on March 27, 2023. Advanced
warning signs will be placed seven (7) days prior to the start.
The purpose of this project is to reconstruct Arthur Avenue, from North Sawyer Street to
Bauman Street; Tyler Avenue, from North Sawyer Street to Bauman Street; Coolidge
Avenue, from Bauman Street to the Fox River; and Bauman Street, from Tyler Avenue to
Van Buren Avenue. Additional work under this contract includes sanitary sewer work
along Bauman Street from Taft Avenue to Adams Avenue. Sanitary sewer and laterals,
water main and laterals, and storm sewer and laterals will be installed, replaced, or repaired,
as needed; and electrical work will be completed prior to placing new concrete pavement.

2. BRADLEY STREET ASPHALT AND UTILITY CONSTRUCTION TO START:
Construction of an asphalt and utility construction project on Bradley Street is beginning.
The general contractor for the Bradley Street Project is Vinton Construction Company, Inc.
(Vinton). Vinton plans to close Bradley Street and start construction on March 20, 2023.
Advanced warning signs were placed seven (7) days prior to the closure.
The purpose of this project is to re-grade, gravel, and re-asphalt Bradley Street, from West
28th Avenue to West Waukau Avenue. Sanitary sewer and laterals, and water main and
laterals will be installed, replaced, or repaired, as needed, prior to placing the new asphalt
street.
Additionally, this project will construct a new Bradley Street Gallups/Merritts Creek
Crossing. This is the third street crossing for Gallups/Merritts Creek to be replaced in the
last four (4) years. The Bradley Street crossing is currently dual corrugated-metal pipe
culverts which have failed. Streets Division Staff did extensive work in 2019 to keep the
culverts operational until this project is completed.

3. COFFEE WITH A COP: On Wednesday, March 8, 2023, the Oshkosh Police Department
kicked off their Coffee With A Cop series. This event was hosted by Starbucks on Oshkosh
Avenue from 9:00 – 10:30 a.m. Participating in the event were: Assistant Chief Kurt Schoeni,
Captain Kevin Konrad, Lieutenants Brian Schuldes and Matt Harris, Sergeant Chris
Romanowicz, and Officers Mark Lehman, Craig Johannes, Rachel Van Horn, Scott Sopata
and Officer Tom Kopczyk showed off his drive-thru skills as he worked the window! K9
Magic even joined in on the fun, making friends with the citizens who stopped by to have
coffee and chat with officers. The turnout was great and officers had an opportunity to
connect with several members of the community. The Oshkosh Police Department extends
our sincere appreciation to Starbucks and staff for hosting our event. Coffee With A Cop
gives us a chance to build better relationships with our community “One Cup At A Time!”
4. OPD HAPPENINGS: The Oshkosh Police Department welcomed Darquise Winters to the
position of Parking Control Officer on February 27 and Charity Jankowski to the position of
part-time Telecommunications Clerk on March 6. Congratulations and Welcome to the OPD
Team!
• Darquise Winters comes to us from the Two Rivers, Wisconsin, area. He actively
serves in the Army Reserve as an Ammunition Specialist. He is currently attending
the University of Wisconsin – Oshkosh working towards obtaining his Bachelor's
degree in Criminal Justice. Prior to joining the Oshkosh Police Department, Darquise
worked as a Security Guard Officer with Allied Universal.
• Charity Jankowski graduated from Neenah High School. She then enrolled in the
University of Wisconsin – Oshkosh where she is currently working towards
completing her Bachelor's degree in Social Work. Charity intends to immediately
seek her Master's Degree in the same field. Prior to joining the Oshkosh Police
Department, she was employed as a Teller with Community First Credit Union.
5. SECOND-FLOOR MUSEUM TRANSFORMATION ON SCHEDULE: The Oshkosh
Public Museum’s transformation of its second-floor galleries remains on schedule. Our
newest long-term exhibition This Is Winnebagoland will open as scheduled on April 1, 2023.
This exhibition explores sporting and recreational history: The Lake Winnebago region,
once promoted as a recreational paradise called Winnebagoland, is home to timeless
adventure! Enjoy the competition, camaraderie, and community through the years of
sporting and recreation history brought to life. Jump in and feel the lure of the lake, root for
the home teams of the past, and play along in our newest long-term exhibition.
As scheduled, longstanding spaces, full of Memories & Dreams will remain open to the
public through Sunday, April 2, 2023. We encourage you to visit before Memories & Dreams
closes. When you visit, please share a memory regarding your time visiting Grandma’s
Attic, the Pioneer Log Cabin, or any of your favorite spaces and be entered to win a family
membership to the Museum.
The entire first floor of the Museum, including People of the Waters and the Apostles Clock,
continues to welcome visitors throughout 2023. The new This Is Winnebagoland exhibit, the
Menominee Clans Story, and the Historic Sawyer Home’s grand staircase will be available
to visit beginning on April 1, 2023.
Museum Curators will be carefully returning artifacts to safe storage, in a months-long
process. The future Waldwic Gallery (temporary exhibition space) will allow the OPM to
bring in traveling exhibitions from around the country and showcase items within our
collection. It will be unveiled in 2024.
6. MUSEUM PARTNERSHIP WITH OASD CELEBRATED AT STATE OF THE CITY: The
Oshkosh Area School District’s partnership with the Oshkosh Public Museum was honored
during State of the City on Monday, March 13 with a Community Partnership Award.
Community Partnership Awards recognize organizations or individuals who have made a
positive impact on Oshkosh. The Museum is proud to partner with OASD to serve our
community’s future through admission-free field trips, educational enrichment
programming, and teacher resources. Thank you to the City of Oshkosh for recognizing and
honoring our work and shared vision for the future of this community of choice!
7. OFD RECOGNITION DINNER: The Oshkosh Fire Department is holding an invitation
only recognition dinner on Saturday, April 1, 2023, from 5:30pm-9:00pm at the Best Western
Hotel Ballroom. The recognition dinner is funded by Country Financial Representatives
Philip Karsnia and Tom Shuler. During the dinner, awards will be presented to those chosen
through a nomination process.
