Dear Mr. and Mrs. Voight: The Winnebago County Health Department performed an Elevated Blood Lead (EBL) Investigation on your property, located at the above referenced address, on January 29, 2014. The purpose of the EBL Investigation was to determine and report the existence, nature, and location of lead hazards in or on the premises, as it relates to a confirmed elevated blood lead level in a child who resides at this address. Chapter 254.166 (1) of the WI State Statutes allows the Health Department to conduct an EBL Investigation at the premises where a child, six years of age or younger, who has been lead poisoned resides. The presence of lead bearing paint/varnish on surtaces in a premises may constitute a health � hazard especially for children under age seven. Ingestion of lead bearing paint/varnish dust and/or chips are the most common causes of childhood lead poisoning. When lead bearing painted and/or varnished surfaces are peeling, flaking, chipping, subject to friction, or cracking, � they present potential health hazards. The continuous intake of lead into the body may cause developmental delays, hyperactivity, behavior disorders, hearing loss, anemia, growth failure, neurological problems, mental retardation, and in rare cases even death. The EBL investigation was conducted after Michael performed work on the property against WCPH Department orders. The WCPH Department received a referral on 1/13/14 and attempts were made to set up an appointment for the investigation. An appointment for the EBL investigation was made for 1/22/14. This appointment was cancelled and rescheduled for 1/29/14 per Michael's request. The Public Health Nurse spoke with Michael and discussed the importance of not doing interior work himself as to further create a lead hazard and poison others in the household. The EBL investigation revealed that most wall surfaces, windows and window frames, doors and door frames and woodwork were repainted (most surfaces throughout the house were repainted). New vinyl flooring was placed down on the living room floor as the surface was tested by Michael with a lead check swab and tested positive. Windows were painted shut — throughout the house and unavailable for testing. A visual assessment was conducted, and paint chips and dust samples were submitted for analysis. It appears that the work that was done prior to the EBL investigation contributed to significant levels of lead dust being found throughout the house. ' ,�. While the interior surfaces were repainted, the exterior friction surfaces were not painted and were not tested. Based on the age of the house and the positive paint chips found on the air � conditioner, it can be assumed that these surfaces contain lead paint. The moving of the windows up and down causes friction and can produce lead dust that deposits in the 3 window well, the sill and floor. Children can injest lead dust by playing in the window wells and putting their hands in their mouths. Windows must remain sealed to prevent lead hazards from poisoning the children. A reminder- intact lead paint (paint not peeling or chipping) does not cause a hazard unless it is on a friction surface (window or door) that causes dust. Monitoring of the chips or nicks on the painted surfaces should be done routinely. Surfaces —especially window wells, window sills and floors should be washed with soap and water frequently to decrease dust and dirt. Under Wisc Statute 254, lead hazards are required to be corrected. Lead hazard reduction can either be interim controls or in some cases abatement. If abatement is chosen, you are required to use state certified contractors. The plan for lead hazard reduction on the remaininq hazards (outside porch and front porch) must be submitted to the Winnebaqo Countv Health Department within 10 days of receipt of this letter and needs to be approved prior to the start of anv lead hazard reduction activities. For your convenience, a list of currently certified lead risk assessors and lead certified contractors can be found at http�//www.dhs.wisconsin.qov/lead/CompanyList/LeadCompany.pdf It is important for you to understand that the testing performed on your property was not comprehensive. Our responsibility is to identify lead hazards that exist on fhe premises related to an EBL Investigation, not to do a complete analysis of every painted surface in the home. Our inspection focused on areas the child frequents and those areas most commonly found to contain lead bearing paint/varnish and areas in disrepair. Any area not specifically mentioned in this report would be your responsibility to have tested, if necessary, in the future to determine if it contains lead bearing paint/varnish. The lead hazard reduction plan must be submitted by March 22, 2014 Interior work must be completed by April 1, 2014. Most was done prior to our investigation so a thorough cleaning is needed before clearance testing. Exterior work must be completed by June 1, 2014. All work must be done in a lead safe manner as to not further poison the EBL child. A HEPA Vacuum can be rented from our office for your use. Clearance testing (dust wipe sampling) by the Heaith Department wiil be required when work is completed before property file can be closed. Prior to clearance testing all surfaces —especially floors must be thoroughly vacuumed and cleaned with soap and water (vinyl and wood) and vacuumed and shampooed (carpet).
