A request to change the intersection of Eagle Street and Bismarck Avenue from a 2- way to a 4-way stop. Current condition:  Eagle Street is the through street designated at the intersection of Bismarck Avenue. (2-way stop – Bismarck stops for Eagle) Principal Poquette of Perry Tipler Middle School contacted the Oshkosh Police Department (OPD) who contacted me with concerns for students walking and biking, as well as motorists picking kids up before and after school at this intersection. The principal reported a number of near miss accidents. OPD has monitored the situation and reported it is pretty chaotic. I asked the East Central Wisconsin Regional Plan Commission to do a Safe Routes to School (SRTS) audit. They completed this study which is attached. One of their recommendations was to covert this intersection from a 2-way to a 4-way. The downside to converting this intersection from a 2-way to a 4-way stop is that it is not warranted based on the daily traffic volume, crash history or sight line issues for the majority of the day. Installing unwarranted stop signs can lead to increased crashes as motorists tend to disobey unwarranted traffic control devices. The benefit to converting this intersection to a 4-way stop is that it would better organize traffic before and after school. It would make motorists more aware of their surroundings as they would need to stop and look for pedestrians, bicyclists and other motorists before proceeding. As the majority of traffic at this intersection is school related, a case can be made for this change. Near misses are hard to quantify however; the SRTS staff and OPD have observed them in their limited time at this site, therefore; it is probable that there have been quite a few of near misses. I recommend approval 2. A request for no parking on W. Ripple Avenue South Side from Oregon Street to Red Oak Court. (Current Condition: no restrictions) This is a citizen request. A citizen has reported that as Generac has grown, they no longer have adequate employee parking. A parking lot is currently under development but the citizen reports that it is difficult for semis and vehicles to traverse the roadway with cars parked on both sides. Staff evaluated the area and confirmed it is heavily parked and we do restrict parking in most industrial parks. There aren’t a lot of businesses off of this road making it unique, however; it does connect to the future aviation park development area. There is also a small residential development on Red Oak Court. West Ripple Avenue is 36 feet wide which doesn’t necessarily warrant restricted parking; however, with cars heavily parked on both sides of the street, it is hard for vehicles to see and traverse traffic especially at the entrance and exit to the plant making it a safety concern. There is not a crash history available. Ample on-street parking is available with parking restricted to the north side of the road. Once the parking lot is expanded, on-street parking will be greatly reduced. Restricting parking now will benefit future conditions as this road connects to the future industrial park.
