CITY OF OSHKOSH LANDMARKS COMMISSION
Minutes
February 8th 2023
PRESENT: Shirley Brabender Mattox, Paulette Feld, Gerald Jacklin, Sara Stichert, Steve
Cummings, Kristopher Ulrich
ABSENT: Bill Miller, Nikki Stoll Olthoff
STAFF: Jeffrey Witte, Principal Planner
Meeting Minutes:
1) Call to Order
Ms. Brabender Mattox called the meeting to order at 3 pm. Approval of January 11th,
2023 Meeting Minutes.
There were amendments to the January minutes. Motion to approve the amendment
minutes by Mr. Ulrich and second by Sara Stichert.
2) Public Comment
There was no public comment
3) Pending Permits
a. 411 N Main Street – This permit will remain pending until further
information is provided from the applicant. Restoration first followed by
wood window replacements is recommended by the Commission. We will
continue to work with the owner.
b. 1149 Algoma – Mr. Witte and Mr. Gresser met with the owner to discuss the
project’s scope of work.
4) Historic Plaque Application
a. 1641 Jackson Street - application remains pending, looking for additional
information. Ms. Brabender Mattox to continue research.
b. 222 East Parkway Avenue – Discussion about contacting the current owner
and letting them know about the program to identify historic properties in
the City of Oshkosh and that their property has been identified as the home
of
c. 413 North Main – Discussion about the 150 Anniversary Celebration, on
September 26th, 2024 honoring Lewis Hein. Further discussion with Jeff
Krumrich, who is the property owner via phone. Mr. Krumrich supports
these efforts and wants to be a full participant in the celebration. Ms.
Brabender Mattox to contact the Eastman Kodak Museum of Photography.

5) Commissioner Statements
a. Oshkosh Herald Article – continued discussion about potential ideas for
articles were discussed including “Industries on the Fox River”, “How do
people know they are in a historic district and what does that need?” and
“What are the benefits of being in a historic district?”, and the Demsey
Normal School Building and the Campus School Building on the UWO
Campus. February’s article authored by Ms. Feld and Ms. Stichert will be
“How to use the UWO Archives as a Resource for Historic Information”.
March’s article authored by Ms. Stoll will be about the” Historic
Rehabilitation Project at 1125 Merritt”.
b. Mr. Cummings mentioned having information from real estate professionals
on the value of historic properties.
c. Ms. Feld and Ms. Stichert introduced documents from the Civil Works
Administration during the Depression that have detailed appraisals of homes
in the City of Oshkosh before 1934 located at the Polk Library.
d. Mr. Ulrich discussed the State of the City of Address on Monday, March 13th,
and suggested that the Landmarks Commission have a booth. Include tax
credit brochures, example articles, the historic district map, and other visuals
that dovetail with education.
6) Annual Report to SHPO
a. Discussion occurred around information needed to complete the report. The
report must be submitted online by February 28th. Mr. Ulrich stated that the
Oshkosh Herald Articles should be more prominent. The goals in the annual
report should reflect what occurred in 2022. Discussion occurred around 2023
goals and this should be a future agenda item. Mr. Ulrich suggested
combining education and outreach, the Facebook website, and marketing
together. Include the Historic Plaque Program and Marketing efforts at local
events as part of the Annual Report.
7) Building Permit Review
The committee reviewed the building permits.

9) Mr. Kumrich property owner at 413 called to discuss the historical significance of his
building and photographer Lewis Hein. Mr. Kumrich was asked if he would support
participating in the historic plaque program. He agreed and discussion occurred around
planning for the 150-year Celebration of Lewis Hein.

Ms. Brabender Mattox called the meeting to adjourn at 5:15pm.
