Kari Pettit – Oshkosh Police Department, Jeff Nau – Associate Planner, Kelly Nieforth Community Development Director, Jim Collins – Transportation Director Others: Amy Albright – Oshkosh Convention & Visitors Bureau, Mike Cooney – Oshkosh Farmers Market. Colan Treml – Oshkosh Chamber of Commerce, Jessica Graf - Fire Escape I. Call to Order Chairperson Lang called the meeting to order at 8:00 a.m. A quorum was declared present. II. Approve Minutes of the December 20, 2022 Meeting The minutes of the December 20, 2022 were approved unanimously as written. (Larson, J Anderson) III. Approve January 17, 2023 Monthly Financial Report The January 17, 2023 financial report was approved unanimously as presented. (J. Anderson, Larson) IV. Policing/Traffic/Parking/Enforcement Issues Sgt. Pettit. No major concerns. 139 calls for service. Some minor graffiti on trash container by US Bank on Ceape, question was asked if parking limits were still being enforced - answer is yes Jim Collins explained how enforcement of parking is prioritized. V. Dumpster Enclosures Jim Collins reported the graffiti was removed by a contractor as the paint was not able to be removed with normal practices that City staff uses. Pins were repaired to secure the enclosures. Discussion took place as to ownership and maintenance. City is maintaining the enclosures. Would like to get an inventory of who has containers and dumpsters in which enclosures. Formalize with the BID who will take responsibility of each enclosure. Formalize who can put a dumpster in an enclosure. VI. Landscaping 400 East Parking Lot There is a plan to replace all landscaping within the storm water areas. Possibly look into cleaning up perimeter landscaping with some pruning. VII. Blade Signs Board was asked how many people are still interested in blade signs. There was enough interest to have City Staff look into modifying sign zoning ordinance to allow a blade sign in addition to the already allowed signage. VIII. Vibrant Spaces Meidl explained the loan application and that full commitments were not in place by all donors. Looked to the board for a motion to allow BID reserves to fill Gap if not met and donations aren’t received by other donors or fundraising. (Motion by J. Anderson 2nd by Larson) Carried. IX. Overhead Lights and Tree Lights City staff will work with BID to come up with a plan to place lights over the right of way in the 400 block of N Main St. Option discussed at running parallel to the street instead of across. Set- up smaller meeting between Travis Derks from Forestry Dept. and Meidl for having lights in the trees in the Square extended. X. DORA Hours have been updated to Wednesday – Friday 5:00 PM – 10:00 PM and Saturday 1:00 PM – 10:00 PM. Starting in April. Meidl to review rules with owners with the BID. XI. BID Manager and BID Committee Reports MemberCo – New President C. Anderson, Vice President Jessica Graf – went over events within the managers report. Meidl reviewed upcoming events. Meidl is working on funding for Music on Main and Live at Lunch music series. Meidl will collaborate with other groups to help with their events. Discussion took place for 2023 Holiday parade date. There was feedback from high schools that bands may not attend if parade is after Thanksgiving. Mulloy will reach out to area schools to see what band interest is in attending November 30. Motion made and approved for date of Holiday parade to be November 30, 2023. (Motion Armstrong, Nelson 2nd) Marketing and advertising -was reviewed within the report. Beautification – discussed the Greeting Tour mural location and took input from the board to put towards the working draft. XII. Other items Mike Cooney, Farmers market – EBT may now be used for items at the Farmers market. XIII. Identification of Agenda Items for the February 21, 2023 Meeting Have staff provide a map of what hourly parking is available in what lots (hour and 4 hour). Blade signs – Possible zoning amendments XI. Adjournment – No other business to discuss. Adjourned 10:10. (Olson. J.
