1. Discuss Menominee Park Beach Bathhouse renovation project
Following the September 12, 2022 Advisory Park Board meeting when the initial
concept plan for the bathhouse was discussed, the next step was for staff to work
with the project architect, TR Karrels and Associates, on preliminary cost estimates.
As we started looking into the extent of partial demolition and renovation of the
existing building, we started to realize the potential cost of trying to preserve a very
limited portion of the existing building was quite considerable. With that in mind,
we requested that the architect provide us with three (3) options to consider:
Option 1: Renovation and building addition to the existing structure
Option 2: Complete demolition of the existing structure and construction of a
new structure. This new structure would be designed and constructed to
replicate the architecture of option 1. An alternate to include re-use of the
existing building foundation where possible.
Option 3: Completely new structure of similar size but of a different design than
options 1 and 2. Something a bit more modern.
A copy of that information is included in your packet. You will see the cost
estimates range from approximately $850,000 to $1,750,000 not including the cost for
any shade structure as part of the project. A representative from TR Karrels will be
in attendance to answer questions.
2. Report on 2022 Parks Department programs and events
Jenny McCollian, Revenue Facilities Manager, will report on all the 2022 Parks
Department sponsored programs and events. The report will cover areas including
the Leach Amphitheater, Pollock Community Water Park, Menominee Park Zoo and
Children’s Amusement Center and Brews on the Bay.
3. Update on the jurisdictional transfer of WIOUWASH Trail segment in the City of
Oshkosh
Staff will provide the Board with an update on the jurisdictional transfer of the
WIOUWASH Trail segment in the City of Oshkosh from the Winnebago County
Parks Department to the City of Oshkosh Parks Department. This segment of the
trail is essentially from the Wisconsin Street Bridge to Interstate 41. Currently, the
Winnebago County Parks Department is responsible for maintenance of this trail
segment through an agreement between the County, City and State of Wisconsin.
When the improvements to the I-41 bridge over Lake Butte des Morts were being
designed and constructed, it was agreed upon by all parties involved that once the
bridge project (including the Tribal Heritage Trail construction on the bridge) was
completed, the Winnebago County Parks Department would assume responsibility
for the Tribal Heritage Trail and the Oshkosh Parks Department would assume
responsibility for the trail segment from the Wisconsin Street Bridge to I-41.
However, there are a number of easement and other issues related to this segment of
the trail that need to be worked through before the City will assume responsibility
for the trail segment. Staff from the County and City continue to meet on a regular
basis to work through these issues.
