CITY OF OSHKOSH LANDMARKS COMMISSION
Minutes
January 11th 2023
PRESENT: Shirley Brabender Mattox, Paulette Feld, Andrew Smith, Sara Stichert, Steve
Cummings, Nikki Stoll Olthoff, Kristopher Ulrich
ABSENT: Bill Miller, Gerald Jacklin
STAFF: Jeffrey Witte, Principal Planner
Meeting Minutes:
1) Call to Order
Ms. Brabender Mattox called the meeting to order at 3 pm. Commission members and
new Landmarks Commission Staff Liaison Jeffrey Witte made introductions. Ms.
Brabender Mattox updated the Commission member about her activities with the
Wisconsin Association of Historic Preservation Commissions. (WAHPC) The annual
WAHPC conference is scheduled for April 21-21 in Marshfield, Wisconsin. Approval of
November 9, 2022 Meeting Minutes.
There was no amendment to the November minutes.
2) Public Comment
There was no public comment
3) Pending Permits
a. 411 N Main Street – This permit will remain pending until further
information is provided from the applicant.
b. 1627 N Main Street (Windows) The owner has made the decision to go with
vinyl replacement windows.
c. 601 S Main Street (Sign) This was approved by the Commission.
4) Historic Plaque Application
a. 1641 Jackson Street - application remains pending, looking for additional
information.
b. 427 W Irving Avenue – Mr. Ulrich made a motion to approve the application
and Mr. Cummings seconded the motion. Motion carried unanimously.
Submittal documents are to be submitted by March 1st, 2023.
5) Commissioner Statements
a. Oshkosh Herald Article – potential ideas for articles were discussed
including “Industries on the Fox River”, “How do people know they are in a
historic district?” and “What are the benefits of being in a historic district?”

and asking UWO archivist Joshua Ranger to assist in writing an article, about “Harrington Hall
on the UWO Campus”.
b. January’s article authored by Ms. Stoll will be about the” Historic
Rehabilitation Project at 1125 Merritt”.
c. February’s article authored by Ms. Feld and Ms. Stichert will be “How to use
the UWO Archives as a Resource for Historic Information”.
6) Annual Report to SHPO
a. Discussion occurred around information needed to complete the report. The
report must be submitted online by February 28th.
7) Building Permit Review
The committee reviewed the building permits.
8) Agenda Items for Next Meeting
a. 222 East Parkway Blvd. – Discussion about future plaque
b. 413 North Main – Discussion about future plaque
9) Adjournment
Ms. Brabender Mattox called the meeting to adjourn at 5:01pm.
