HomeMy WebLinkAbout11.16.2022 Minutes__________________________________ Redevelopment Authority Minutes 1 November 16, 2022 REDEVELOPMENT AUTHORITY MINUTES November 16, 2022 PRESENT: Lori Palmeri, Thomas Belter, Steve Hintz, Archie Stam, Susan Panek, Todd Hutchison EXCUSED: Jack Bermingham STAFF: Kelly Nieforth, Executive Director/Community Development Director; Jason Pausma, Economic Development Services Manager; Lynn Lorenson, City Attorney Palmeri called the meeting to order at 4:00pm. Roll call was taken and a quorum declared present. Motion by Belter to approve the September 21, 2022 minutes as written. Seconded by Stam. Stam asked why 22-08 went before Council when the motion failed at the RDA meeting. He would like to figure out how this body interacts with Council. Lorenson replied Council can decide to acquire a property even if the RDA doesn’t recommend the acquisition. Council considers the RDA’s recommendation, but they aren’t bound by it. Belter asked who is on the title. Nieforth replied the City. Palmeri asked if it would make sense to designate on the agenda which items require Council approval. Nieforth replied it is something they could note moving forward. Panek replied she questioned why the RDA is even here after reading about the Council decision in the paper. Nieforth replied it’s something they could have done better in terms of letting the RDA know that it would be going to Council and that staff were still recommending the acquisition. Minutes approved as written. 22-13 Approve Offer to Purchase 1524 Rush Avenue; Habitat for Humanity of Oshkosh Inc. ($18,000.00) __________________________________ Redevelopment Authority Minutes 2 November 16, 2022 Motion by Stam to approve 22-13. Seconded by Belter. Hintz joined the meeting at 4:05pm. Stam asked if the property is across from the high school. Nieforth replied affirmatively, explaining the property was required after a house fire. Palmeri asked if below fair market value is allowable for LMI. Nieforth replied affirmatively. Panek asked if this is pretty standard in terms of the way they work with Habitat. Nieforth replied affirmatively, adding they’ve done similar projects with Habitat on Otter Avenue and Grove Street. With the housing study, they’re looking at allowing more types of housing like duplexes in single-family residential districts. Hutchison asked if Habitat already has a family for this. Rob Rabe, Habitat for Humanity, replied no. The way their program works is the house is designed for the family. This would probably be offered in their 2024 cycle and they’ll need four lots for that cycle because they offer the family two choices. Hutchison asked if the adjacent property owners were made aware that this lot was available to potentially expand their yards. Nieforth replied they did reach out, but there wasn’t any interest. Motion carried 6-0. 22-14 Public Hearing: Approve Spot Blight Designation; Accept Donation of Property Located at 916 Mason Street Motion by Belter to approve 22-14. Seconded by Hintz. Lorenson stated the owner had some health and other issues and the property deteriorated substantially. They have worked with the property owner’s attorney and it’s been a longer process due to some of those difficulties. The bottom line is the owner would like to donate it and walk away from some of those issues. That is what staff are recommending at this point. Palmeri asked if it is customary for the RDA to make a determination on the unpaid taxes, water, and sewer. __________________________________ Redevelopment Authority Minutes 3 November 16, 2022 Nieforth replied the RDA would need to cover those costs in this situation. Belter asked if it is a transaction or those costs are wiped away. Nieforth replied they have to pay. Panek asked if the maximum costs would be $29,300. Nieforth replied the worst case is $30,000. Panek asked how long the RDA would sit on this property. Nieforth replied the owner to the south has expressed some interest and they would work with them. Otherwise they would sell the lot. Panek asked how much they could sell the lot for. Nieforth estimated around $5,000 to $10,000, but she would need to confirm. Motion carried 6-0. City Strategic Plan Nieforth provided an overview of what involvement RDA might have in implementation of the City’s Strategic Plan in terms of redevelopment, continuation of the riverwalk, issuance of one request for proposals per year for existing properties, housing study implementation, and the strengthening of neighborhoods. Potential Future Agenda Items Panek asked if RDA would have an opportunity to tour the warming shelter before it opens for business. Nieforth replied they could look into it. Executive Director’s Report Nieforth shared the current list of RDA owned properties. Hutchison asked if these were available online. Nieforth replied they’re working on adding improvements to their website for this. Palmeri stated she isn’t sure what vacant means for the Franklin green space lot. __________________________________ Redevelopment Authority Minutes 4 November 16, 2022 Nieforth replied she thinks someone could still purchase it. Palmeri replied she doesn’t think so because of the grants used to acquire those lots. Nieforth shared an overview of funding available for acquisitions. Palmeri asked if this includes the funding for 2023 or CDBG. Nieforth replied it does not. CDBG funding can only be used for specific things and they use that first when they can. Nieforth provided additional updates to the RDA. Adjournment There was no further discussion. The meeting adjourned at approximately 4:50pm.
