HomeMy WebLinkAbout12.20.2022 Business Improvement District Minutes Downtown Oshkosh BID Board Minutes December 20, 2022 Present: Kris Larson, James Evans, Sandra Prunty, Carrie Olson, Jim Stapel, Jill Anderson, Autumn Urban, Derek Mulloy Excused: Megan Lang, Marlo Ambas, Chanda Anderson, Barb Nelson, Andy Ratchman, Aaron Armstrong Staff: Jessica Meidl – BID Manager, Jeff Nau – Associate Planner, Jim Collins – Transportation Director, Colan Treml – Oshkosh Chamber of Commerce Others: Amy Albright – Oshkosh Convention & Visitors Bureau, Mike Cooney – Oshkosh Farmers Market I. Call to Order Vice-Chairperson Larson called the meeting to order at 8:01 a.m. A quorum was declared present. II. Approve Minutes of the November 15, 2022 Meeting The minutes of the October 18, 2022 were approved unanimously as written. (Staple, Urban) III. Approve December, 2022 Monthly Financial Report The December, 2022 financial report was approved unanimously as presented. (Stapel, Olson) IV. Policing/Traffic/Parking/Enforcement Issues No representative from the Oshkosh Police Department was present. V. Dumpsters in Public Lots – who is the keeper/champion of each location? Director Collins gave a brief synapsis of the past and current situation with the City-owned dumpster enclosures. Questions raised & comments included: o Who maintains/monitors enclosures? o Should the BID hire a contractor to maintain/clean enclosures? o Should City revisit paid on-street parking on N. Main Street to help fund? o Needs to be agreement between City and users of enclosures. VI. Storm Water Detention Area – 400 Block East Parking Lot Update Mr. Nau reported that the City’s consultant is determining if the engineered media is still functional and can be salvaged. VII. Designated Outdoor Refreshment Area (DORA) Discussion Mr. Larson and Manager Meidl reported the Common Council approved an expansion of the permitted hours. Meidl said she will be sending out survey to businesses to determine impacts. Larson added other communities will be creating DORAs, using Oshkosh as a model. VIII. BID Manager and BID Committee Reports BID Manager Meidl presented a summary of her activities over the past month as outlined in the BID Manager’s report included in the BID packet. IX. Other Business No discussion. X. Identification of Agenda Items for the January 15, 2023 Meeting  Dumpster Enclosures  400 Block East Landscaping  Overhead Lights and Tree Lighting XI.
