RE: Request for ARPA Funds from Area Non-Profit Entities
BACKGROUND
In 2021, the city received notification that it would be receiving approximately $20.5 million in
funds under the American Rescue Plan Act (ARPA). After a review of the various types of
eligible projects, Council directed staff to allocate 75% of the ARPA funds to infrastructure
projects, and the remaining funds to nonprofit entities and non-infrastructure purposes. The
remaining 25% is slightly over $5.1 million.
Following a review of initial applications for ARPA non-infrastructure requests, Council
approved the allocation of funds to five entities totaling $2,550,480. This leaves approximately
$2,578,141 in uncommitted funds. Meanwhile, two non-profit organizations have come forward
with revised applications for Council’s consideration. Upon my review of these two revised
applications, I believe that they meet several criteria for addressing both short and long-term
goals established by Council. As with the previous ARPA allocations, I reviewed short term
goals established under ARPA and annual goals that Council has set forth for me, as well as
long-term goals as established through long range plans of the city, including our Strategic Plan.
The short term goals that staff identified are as follows:
Help those with immediate needs
Help those directly impacted by COVID-19
Compliant with federal ARPA regulations
Politically acceptable to the Council and Community
Ability to leverage ARPA funds with other revenue sources
Avoid duplication of effort with other agencies and avoid duplication of ARPA funds
The long-term goals identified through various long-range plans include the following:
Strategic plan goals
Long term visible impact
Long-term benefit to individuals and community
Long-term relief to those repaying ARPA funds in the future.
Based on input I received as well as requests for additional information, I am presenting the
grant allocations for Day by Day Warming Shelter- $330,000 and the Oshkosh Kids Foundation
/ Tiny Homes Project - $225,000. I am recommending two (2) grants totaling $555,000 as follows:
Day by Day Warming Shelter- $330,000
Council will recall that Day By Day Shelter (DBD) made an initial ARPA request of $1 million
to assist in the construction costs of their new building on Ceape Street. At the time, they were
asking for this $1 million as part of their $3.5 million construction contract. As Council is aware,
DBD subsequently received a $3.5 million grant from the state of Wisconsin through Winnebago
County. This grant effectively covers the cost of the construction contract. However, DBD is
requesting funds for the other costs of the total project, which is approximately $5.5 million,
leaving a total funding gap of $2 million. This information was not previously shared with me.
As the attached information indicates, the request of $330,000 is for architectural services
associated with the project. This will still require DBD to raise another $1.7 million in private
funding on their own. The DBD’s request is approximately 6% of total project costs.
Oshkosh Kids Foundation / Tiny Homes Project - $225,000
Council will recall that the Oshkosh Kids Foundation (OKF) had previously requested $225,000
for their Tiny Homes Project on Packer Avenue. Subsequent to their request, they received a
grant from the state of Wisconsin through Winnebago County for approximately $500,000. At
that time, it was my belief that the county grant would cover both the city and county’s share of
their original ARPA request. OKF representatives have informed me that they are still seeking
the $225,000 for these site plan costs which were part of their original request to us (Note:
original amount of $250,000 on application has been revised to $225,000). Their request is part
of their overall fundraising effort of over $4.5 million. This request will cover 5% of project costs.
