Box 1130 Oshkosh, WI 54903-1130 920.236.5000 http://www.ci.oshkosh.wi.us TO: Honorable Mayor and Members of the Common Council FROM: Kelly Nieforth, Community Development Director DATE: December 7, 2022 RE: Housing Study Implementation Update City staff has been working on the implementation of multiple recommendations that were included in the approved Housing Study. Based on the feedback that staff received during the Council workshop on May 24, 2022, city staff is focusing implementation efforts on the specific recommendations below: Zoning Updates: City staff is reviewing the existing zoning code to allow additional types of housing such as accessory dwelling units (ADUs) and duplexes, as well as decreasing lot size and parking requirements. These are a few examples of zoning code updates that the Housing Study recommended the city implement. City staff is thoroughly reviewing these updates and cross referencing with other city code requirements to ensure that there will be no issues when the zoning code is amended. The anticipated timeline to amend the zoning code is early 2023. The Plan Commission will review the amendments and will make a recommendation to Council for final approval. Subdivision Development: City staff continues to review the existing subdivision requirements and compare those requirements to other communities. Researching parkland dedication fees, updating the city’s existing Subdivision Code, and exploring opportunities to attract additional housing developers are a few examples of what staff continues to work on. Staff has reached out to City Manager Rohloff about scheduling a workshop with Council to discuss some ideas that city staff has to increase home construction throughout the city. The workshop is tentatively scheduled for early 2023. Policy Development: The creation and revision of existing policies will most likely take the longest time to implement, but have the potential to have the greatest impact. City staff is meeting with potential affordable housing partners, including NeighborWorks, who can construct affordable housing units in the city to fill the gap in the market. Specific areas that may be ready for revitalization in the central city are being considered and resources that can help support these efforts are being created.
