HomeMy WebLinkAbout36. 22-541DECEMBER 13, 2022 22-541 RESOLUTION (CARRIED______ LOST_______ LAID OVER_______ WITHDRAWN_______) PURPOSE: AUTHORIZE THE FILING BY GO TRANSIT OF 2023 FTA & WISDOT OPERATING AND CAPITAL ASSISTANCE GRANTS AS WELL AS COUNTY TRANSPORTATION ASSISTANCE INITIATED BY: TRANSPORTATION DEPARTMENT WHEREAS, the Federal Transportation Administrator has been delegated authority to award Federal financial assistance for a transportation project; and WHEREAS, the Wisconsin Department of Transportation has the authority to award financial assistance for transportation projects; and WHEREAS, Winnebago County has the authority to award financial assistance for transportation projects; and WHEREAS, the grant or cooperative agreement for financial assistance will impose certain obligations upon the Applicant, and may require the Applicant to provide the local share of the project cost; and WHEREAS, the Applicant has or will provide all annual certifications and assurances to the Federal Transit Administration and the Wisconsin Department of Transportation required for the projects. NOW, THEREFORE, BE IT RESOLVED BY the Common Council of the City of Oshkosh 1) That the City Manager is authorized to execute and file an application for state transportation assistance under S.85.20, Wis. Stats. 2) That the City Manager is authorized to execute and file an application for federal assistance on behalf of the City of Oshkosh with the Federal Transit Administration for federal assistance authorized by 49 U.S.C. chapter 53, Title 23, United States Code, or other federal statutes authorizing a project administered by the Federal Transit Administration. The Applicant is the Designated Recipient as defined by 49 U.S.C. § 5307(a)(2). DECEMBER 13, 2022 22-541 RESOLUTION CONT’D 3) That the City Manager is authorized to execute and file an application for county transportation assistance. 4) The City Manager is authorized to execute and file with its applications the annual certifications and assurances and other documents the Federal Transit Administration and the Wisconsin Department of Transportation require before awarding a federal or state assistance grant or cooperative agreement. 5) The City Manager is authorized to execute grant and cooperative agreement with the Federal Transit Administration and the Wisconsin Department of Transportation on behalf of the City of Oshkosh. Box 1130 Oshkosh, WI 54903-1130 920.236.5000 http://www.ci.oshkosh.wi.us TO: Honorable Mayor & Members of the Common Council FROM: Jim Collins, Transportation Director DATE: December 9, 2022 RE: Authorize the filing by GO Transit of 2023 FTA and WisDOT Operating and Capital Assistance Grants as well as County Transportation Assistance BACKGROUND This resolution will authorize the filing of the following grant applications: 1) 2023 Federal Operating and Capital Assistance Grant 2) 2023 Wisconsin Department of Transportation Operating Grant 3) 2023 Winnebago County and Other Transportation Assistance 1) Federal Operating and Capital Assistance Grant GO Transit is applying for 2023 federal operating assistance in the amount of $2,087,501 The operating grant will cover approximately 34% of the 2023 projected expenses. GO Transit is applying for up to $2,000,000 in Capital Assistance to combine with ARPA funds to Complete Phase 2 of the Downtown Transit Center including an additional platform and public restrooms. 2) Wisconsin Department of Transportation Operating Grant GO Transit is applying for $1,436,692 in operating assistance from the Wisconsin Department of Transportation. The proposed funding level is approximately 23.4 % of operating expenses for calendar year 2023. 3) Winnebago County and Other Transportation Assistance Programs GO Transit will apply for $511,145 from Winnebago County. The programs funded are shown below:  ADA - Ambulatory Paratransit  ADA – Non-Ambulatory Paratransit  Senior Paratransit  Rural Senior and Disabled Paratransit ANALYSIS East Central Wisconsin Regional Planning Commission included this program of projects in their public participation process and their public notice for the Transportation Improvement Plan. The public was able to make comments on the social, economic and environmental aspects of the grant applications. No public comments were received. FISCAL IMPACT The 2023 City Budget assumed that the City would secure this grant funding. Without applying for this grant funding, the City will not be able to maintain existing service levels. Applying for these grants does not obligate the City to spend any money beyond what was designated in the 2023 City Budget. RECOMMENDATION The Transportation Department recommends the Common Council approve this resolution to submit these grant applications as presented. Please contact me if you have any questions.
