HomeMy WebLinkAbout29. 22-534 DECEMBER 13, 2022 22-534 ORDINANCE FIRST READING (CARRIED______ LOST_______ LAID OVER_______ WITHDRAWN_______) PURPOSE: UPDATE PARKING ORDINANCES ON ALGOMA BOULEVARD INITIATED BY: TRANSPORTATION DEPARTMENT RECOMMENDATION: TRAFFIC AND PARKING ADVISORY BOARD - APPROVED A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS WHEREAS, the City of Oshkosh reconstructed Algoma Boulevard realigning the road and some parking areas NOW, THEREFORE, the Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27A-11 pertaining to parking regulations on designated streets and alleys of the Oshkosh Municipal Code is hereby amended as follows: A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS Algoma Boulevard Delete Therefrom: No parking, east side, from Woodland Avenue to 205 feet north of Woodland Avenue 1 hour parking, east side, from 205 feet north of Woodland Avenue to 110 feet south of Vine Avenue between the hours of 8 a.m. and 6 p.m. No parking, east side, from 110 feet south of Vine Avenue to 137 feet north of Vine Avenue DECEMBER 13, 2022 22-534 ORDINANCE FIRST READING CONT’D 60 minute parking, east side, from 137 feet north of Vine Avenue to 265 feet north of Vine Avenue between 8 a.m. and 6 p.m. on school days. No parking, stopping, standing, waiting – bus loading zone, east side from 265 feet north of Vine Avenue to 440 feet north of Vine Avenue between 7 a.m. and 3 p.m. on school days Add Thereto: No parking, east side, from Woodland Avenue to 240 feet north of Woodland Avenue. 1-hour parking, east side from 240 feet north of Woodland Avenue to 70 feet south of Vine Avenue between the hours of 8 a.m. and 6 p.m. No parking, east side from 70 feet south of Vine Avenue to 150’ north of Vine Avenue 1-hour parking east side, from 150 feet north of Vine Avenue to 440 feet north of Vine Avenue between 8 a.m. and 6 p.m. on school days. Delete Therefrom: No parking, west side, from Woodland Avenue to 260 feet north of New York Avenue No Parking, west side, from Congress Avenue to 230 feet south of Congress Avenue Add Thereto: No parking, west side, from Woodland Avenue to 140’ north of New York Avenue No parking, west side, from Congress Avenue to 200 feet south of Congress Avenue. DECEMBER 13, 2022 22-534 ORDINANCE FIRST READING CONT’D SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. SECTION 3. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #22-XXX on December 13th, 2022, AMEND PARKING REGULATIONS ON ALGOMA BOULEVARD (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS). The ordinance updates street parking designations on Algoma Blvd. and reorders the designations on this road to read more clearly. Box 1130 Oshkosh, WI 54903-1130 http://www.ci.oshkosh.wi.us TO: Honorable Mayor and Members of the Common Council FROM: Jim Collins, Transportation Director DATE: December 2, 2022 RE: Update and Modify parking regulations Algoma Boulevard and waive second reading BACKGROUND Algoma Boulevard was reconstructed this year. As a result, the road was realigned and some parking cut-outs were added. ANALYSIS These ordinances update the parking regulations on Algoma Blvd. to match the new layout. The University and Oshkosh Area School District support the layout. We are requesting the second reading be waived as the road is open and being used as proposed currently. Additionally, this will avoid the item being delayed until after the holidays. The traffic and parking advisory board recommends approval (6-0). FISCAL IMPACT The cost of these changes is updated signage which will be covered by the sign department operations budget. RECOMMENDATION I recommend approval.
