HomeMy WebLinkAbout27. 22-532DECEMBER 13, 2022 22-532 RESOLUTION (CARRIED________LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE COOPERATIVE PURCHASE OF CRISIS NEGOTIATOR VEHICLE FROM LDV CUSTOM SPECIALTY VEHICLES FOR POLICE DEPARTMENT ($284,188.00) INITIATED BY: PURCHASING DIVISION WHEREAS, Common Council allocated $350,000.00 from American Rescue Act (ARPA) funding to purchase a crisis negotiator vehicle for the Police Department; and WHEREAS, by participating through the State of Wisconsin General Services Administration (GSA) Cooperative Purchase program, staff was able to obtain a more competitive price for a crisis negotiator vehicle; and WHEREAS, section 12-15 of the City of Oshkosh Municipal Code provides that purchases may be done without the use of formal sealed quotations or bids pursuant to a contract with any other local, state or federal governmental unit or agency; and WHEREAS, General Services Administration (GSA) with LDV Custom Specialty Vehicles holds the General Services Administration (GSA) cooperative contract (#47QMCA21D000F) for a crisis negotiator vehicle. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-15 of the Oshkosh Municipal Code to purchase the above mentioned crisis negotiator vehicle: LDV Custom Specialty Vehicles 180 Industrial Drive Burlington, WI 53105 Total: $284,188.00 DECEMBER 13, 2022 22-532 RESOLUTION CONT’D BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Urben, General Services Manager DATE: December 1, 2022 RE: Approve Cooperative Purchase of Crisis Negotiator Vehicle from LDV Custom Specialty Vehicles for Police Department ($284,188.00) BACKGROUND The Common Council allocated $350,000.00 from American Rescue Act (ARPA) funding to purchase a crisis negotiator vehicle for the Police Department. The new unit will replace a 2002 box truck that must have equipment unloaded to provide usable space for the Crisis Negotiation team. The new unit will have a self-contained power generator and custom designed designated work space. The new unit will greatly enhance the overall function of this specialized team while also improving response time to critical incidents. ANALYSIS The Police Department has designed this vehicle via the General Services Administration (GSA) cooperative contract with LDV Custom Specialty Vehicles. The new unit will come complete with secured storage, non-secure storage, a self-contained power supply, on-board HVAC systems and personnel seating/transport. Purchasing has confirmed this purchase is pursuant to the cooperative purchase exception of our purchasing ordinance. Purchasing has confirmed the GSA contract # for this purchase is 47QMCA21D000F. FISCAL IMPACT Using the GSA cooperative contract the City will realize a $21,878.00 savings from list price for this vehicle. The total fiscal impact of this purchase is $284,188.00. The Common Council allocated $350,000.00 from American Rescue Act (ARPA) funding for this vehicle. Remaining funds allocated for this vehicle will be used to procure equipment and IT components to complete the unit. This purchase will be charged to A/N#: 02240211 7210 15231 (Motor Vehicles-PD Crisis Negotiator Vehicle). RECOMMENDATION Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative purchases pursuant to a contract with any other local, state or federal governmental unit or agency may be made without following a competitive bidding or quotation process. In accordance with Section 12-15 of the Municipal Code and with approval by the City Manager, Purchasing recommends the Common Council award this purchase pursuant to LDV Custom Specialty Vehicles, 180 Industrial Drive, Burlington, WI 53105 for $284,188.00.
